Job Description

  • Managing all QS’s and CE’s in his team.

  • Providing post-award Contract Management of “Quantity Surveying and Cost Estimating” Services on all types of Contracts including engineering, construction, operation & maintenance activities and shall include but not be limited to the followings:

  • Analysis and trending of Contractor Manhour and Cost Reports.

  • Development of measures to show year on year improvement by the Third Party Contractor.

  • Review, verifying and challenging Third Party Contractor Cost Estimates.

  • Auditing, verifying and preparing the monthly progress valuations and final accounts based on SoR / Manhours against approved cost estimates and Contract Terms and Conditions including site visits to carry out site verifications and measurements.

  • Responsible for executing the first assessment of Star Rates.

  • Able to provide statistical verifications on average durations for standard performance for the Norms implementation if required.

  • Providing commercial / contractual site information in preparation of Variations to Contract and evaluating price escalations of materials.

  • Evaluating claims submitted by Third Party Contractors.

Qualifications and Requirement

Minimum Academic Qualifications:

  • Should possess one of the following or equivalent to the Company’s discretion:-

  • QS Degree or equivalent and would be an Associate of the Royal Institution of Chartered Surveyors, Australian Institute of Quantity Surveyors or equivalent with a minimum of 12 years of experience, of which at least 5 years must be in the Oil and Gas Industry.

  • Omani National with QS Degree and 8 years of experience as Quantity Surveyor, of which at least 5 years must be in the Oil and Gas industry and in a senior position.

  • QS Diploma or equivalent with a minimum of 12 years of experience, of which at least 5 years must be in the Oil and Gas industry and in a senior position.

Work Experience:

  • Has a broad range of engineering multi-discipline awareness required to understand quantity surveyors recordings and prepared cost estimates, preferably familiar with the Company / Shell Standards and Guidelines.

  • Ability to weave information from a complex picture into a logical framework.

  • Hands-on experience of Database Management and SAP.

  • Hands-on experience of dispute prevention strategies.

  • General knowledge on International and local construction practices.

  • Demonstrated skill in identifying, analyzing and providing solutions to cost and manhour estimation problems.

  • 8 years experience of working both Schedule of Rates and Manhour control contracts, and other forms of contracts both in the design office and site.

  • Sound understanding of the contracting environment and the competitive market as applicable in Oman.

  • Good communicator, presenter, networker and has good inter-personal skills. Excellent written and spoken English.

  • Minimum 3 years experience with activity or work sampling techniques and relevant statistic methods.

  • Highly knowledgeable in transferring knowledge of Quantity Surveying and Cost Estimating practices to Company QSs.

  • Must have a valid Omani Driving licence.

Personal

  • Energetic person who is self starting, takes initiatives, has a high degree of personal integrity, high standard of business ethics, good commercial acumen with adequate computer skills (familiar with Microsoft Word and Microsoft Excel as a minimum).

Accountabilities

  • Provide governance and QA assurance for the overall SAP Input and all QS / CE activities by his fellow Quantity Surveyors and Cost Estimators. 

  • Ensure Third Party Contractors’ progress measures (Manhours and Cost) and payments are correct.

  • Ensure that dealings with Third Party Contractors and Vendors during the engagement and subsequent relationships are fair, transparent and in accordance with business principle.

  • Ensure fair and equitable dealings especially with Omani Local Community Contractors (LCCs) from COMPANY concession areas.

  • Inputting progress and Final Account payments in Company SAP system that includes creating service entries and Technical Release.

  • Providing commercial / contractual awareness to Company Engineering, Operation, Maintenance, etc as & when required.

  • Coaching and developing their teams.

  • Assessing their team members productivity by carrying out performance assessments

  • Reports directly to Contract Manager and provides leave coverage to Contract Manager and other Lead Quantity Surveyors.

​The Field Services Engineer provides direction and assistance to work group in order to meet assigned objectives. ·         Provide communication to Product Support and Field Service regarding all program activities and problems through regular, timely reports

·         Reporting includes obtaining, interpreting, and communicating significant market intelligence and sales opportunities for both assigned programs and support

·         Assist customer in scheduling maintenance and workload

·         Assure that equipment and parts meet established schedules

·         Review reported malfunctions and identify / analyze any undesirable trends

·         Make recommendations on findings

·         Review effectiveness of maintenance actions in order to identify training needs

·         Anticipate requirements beyond those that immediately affect the program and assist in implementing actions to satisfy those requirements

·         Assist the Sales team in driving growth in Services and After Market Sales and lead opportunities

·         Be responsible for long term plant operation and O&M contract management

Quality Inspector (cathodic protection), McDermott, Dubai, UAE

 Key Tasks and Responsibilities:

  • Appraise product quality in accordance with the Project Quality Plan, Inspection & Test Plan and Scope of work and determine conformity and non-conformity. All inspection results need to be documented and if non-conformity exists, documentation shall be raised to establish corrective action, preventive actions and root cause.
  • Co-ordinate with Operations, Production Supervisor, Client, Job Sharing personnel and subcontractor assuring conformity to project requirements.
  • Perform Material receiving and field installation inspections of electrical, instrumentation, telecommunication, Cathodic protection in accordance with project requirements and scope of work as noted within the Project Quality Plan / Inspection Test Plan.
  • Proactive approach in prevention of a nonconformance by conducting regular surveillance inspections and interaction with respective departments.
  • Conduct internal audits to assess the effectiveness of Quality System outlined in Project Quality Plan / Inspection Test Plan.
  • Conduct surveillance audit during execution of the project as per applicable procedures and plans.
  • Perform surveillance checks on Electrical, Instrument, Telecom equipment’s and materials Storage and preservation in construction site and at Warehouses.
  • Witness E&I/T and CP pre-commissioning and performance acceptance tests to the acceptance criteria as per established parameters.
  • Ensure progressive completion of inspection reports, RFI’s and test reports.

Essential Qualifications and Education:

  • Minimum 3 years diploma/ degree in Electrical & Instrumentation.
  • 5+ years Quality control or related experience in Material Electrical, Instrumentation, Telecommunication Inspection
  • Certified by NACE as a level 2 Cathodic protection technician 
  • Demonstrated thorough knowledge of work related engineering codes and standards , such as NACE ; ANSI/NFPA 70 (NEC) , 70E 496 & 497: ANSI/IEEE, ANSI/NEMA,SBC 401 (IEEC 60364), IEC 60079 (IECEx Scheme) ;API RP 500 & 505; SASO/IEC, UL and ASTM.

Job Description

General
• Ensures adherence to generally accepted accounting standards and principles when recording and processing accounting transactions.
• Ensures all accounting records are kept accurately, in line with regulatory requirements.
Finance / Accounting
• Oversees the daily accounting activities required to maintain the general ledger and other balances and accounts.
• Supervises petty cash payments and the replenishment of petty cash.

• Ensures the relevant books of accounts are compiled at the end of every financial period.

• Ensures punctual reporting of all financial information. 
• Manages the preparation of financial statements and ad hoc financial reports on a periodic basis. 
• Acts as a point of contact for auditors, and communicates with them to ensure all questions can be answered efficiently.
• Keeps abreast of new local and international regulations and standards and takes steps to ensure accounting and financial practices remain in compliance with local and international guidelines.
• Ensures all journal entries are posted to the general ledger and that closing procedures are met.
• Plans, manages, coordinates, and implements the year-end closing processes and procedures for assigned accounting records.
• Reviews supporting documentation related to expenses and revenue realizations prior to positing of expenses or revenues.
• Assists in the development, review and improvement of accountancy and computer systems.

Skills

Education & Experience
• Bachelor’s degree in Finance & Accounting from an accredited institution or equivalent.
• Chartered Accountant or relevant professional certification degree in the field is preferred.
• More than 5 - 7 years previous experience, with a minimum of 3 years relative experience to the responsibilities outlined above.
