To manage the procurement of goods and services in a cost-effective and timely manner, ensuring compliance with company policies and supporting operational requirements while maintaining quality standards and supplier relationships.


1 Ensure that contracts are awarded in accordance with the schedule, contractual terms, quality standards, and costs according to Company’s procurement strategy


Negotiate and engage in purchasing/procurement and supply chain activities in accordance with established objectives:


  • Source partners as needed.

  • Identify suppliers/service providers/subcontractors to be consulted, ensuring that they are qualified and referenced.

  • Participate in partner prequalification audits.

  • Prepare and issue calls for tenders using the available tools.

  • Evaluate and compare commercial offers, ensuring technical alignment with the Engineering and Operations & Maintenance Departments, notably by incorporating objective criteria such as costs, payment terms, deadlines, performance/quality, ICV requirements and guarantees.

  • Negotiate and formalize commitments/agreements in accordance with the contractual schedule and established objectives.


2 Identify and manage risks and opportunities in procurement from suppliers.


3 Act as the Purchasing interface with internal and external stakeholders.


4 Coordinate actions and commitments with operational teams, central and sub-store teams, and other buyers...


5 Carry out reporting related to missions.


6 Ensure strict compliance with applicable purchasing, ethics and compliance policies procedures


7 Prospecting and evaluating the market: market research on suppliers/service providers/subcontractors and services, supplier selection, listing


8 Support operational entities in defining their needs by supporting them in drafting specifications.


9 involvement in all stages of the tendering process: conducting preliminary assessments prior to tenders, drafting and issuing tenders, analyzing bids and coordinating subcontractor presentations, negotiating, drawing up contracts, monitoring orders and contracts, and evaluating performance in line with the company's performance indicators.


10 Assist operational entities and the department responsible for project costing in estimating subcontracting costs, studying potential incompatibilities, and proposing alternative solutions, etc.


11 Process purchase requisitions and issue purchase orders in line with company procedures.


12 Source, evaluate, and select suppliers based on price, quality, service, and reliability.


13 Develop and maintain strong relationships with approved vendors.


15 Review material requisitions & channel to the appropriate supplier.


16 Conduct supplier evaluations and performance assessments.


17 Monitor procurement expenses against approved budgets.


18 Coordinate with technical, warehouse, finance, and operations teams.


19 Negotiate pricing, payment terms, and contract conditions.


20 Identify alternative suppliers to ensure supply continuity.


21 Ensure timely delivery of materials and services to meet operational needs


22 Track orders and resolve supply issues, delays, or discrepancies.


Requirements

QUALIFICATIONS


  • Good oral and written communication skills
  • Strong analytical skills
  • The ability to adapt to different O&M partner’s needs and to develop and maintain successful working relationships
  • Excellent standard of numeracy to analyze facts and figures.
  • Very Good negotiation and networking
  • Very Good command of English


EDUCATIONAL LEVEL Engineering degree with training in purchasing/procurement


EXPERIENCE At least 5 years' significant experience in a similar role. Technical knowledge in the field of water management and sanitation (operations and maintenance, network works, construction works for water and sanitation facilities, etc.) and legal knowledge of Operations & Maintenance contracts.


Fluency in English for regular communication with suppliers and subcontractors based in Oman and/or the Middle East.


Rigorousness, autonomy, negotiation skills, interpersonal skills, persuasiveness, and analytical and synthesis skills are key elements for success in this position.


Job purpose To manage the procurement of goods and services in a cost-effective and timely manner, ensuring compliance with company policies and supporting operational requirements while maintaining quality standards and supplier relationships.

Job Description

The Purchasing Manager is responsible for planning, organizing, and controlling all purchasing activities of the hotel to ensure timely procurement of goods and services at the best quality, price, and delivery terms. This role ensures compliance with hotel policies, brand standards, and ethical sourcing practices while supporting operational efficiency and cost control across all departments.

Key Responsibilities

Extensive knowledge of the Bahraini market landscape and local supply chains.

Manage and oversee all purchasing and procurement activities for the hotel.

Source, evaluate, and negotiate with suppliers to obtain the best value in terms of quality, price, and service.

Ensure all purchases comply with company policies, brand standards, and approval procedures.

Develop and maintain strong relationships with approved suppliers and vendors.

Coordinate closely with Finance, Cost Control, and operating departments to support budgetary and operational needs.

Review and approve purchase requisitions, purchase orders, and supplier contracts.

Monitor inventory levels and purchasing trends to prevent overstocking or shortages.

Ensure proper documentation, filing, and traceability of all purchasing transactions.

Implement cost-saving initiatives and continuous improvement in procurement processes.

Ensure compliance with sustainability, ethical sourcing, and local regulatory requirements.

Prepare purchasing reports, market analysis, and supplier performance evaluations.

Supervise and train purchasing team members to ensure efficient operations.


Qualifications

Minimum 5 years’ experience in purchasing or procurement, including 2–3 years in a managerial role, preferably in a 4- or 5-star hotel.
 
Extensive knowledge of the Bahraini market landscape and local supply chains.
Strong negotiation, communication, and vendor management skills.

Solid understanding of hotel purchasing procedures, inventory control, and cost management.

Strong analytical, organizational, and problem-solving skills.

High level of integrity, professionalism, and attention to detail.

Job Title: Procurement Manager
Location: DAU, Riyadh, Saudi Arabia
Department: Finance
Reports To: Director of Finance

Job Summary

The Procurement Manager will be responsible for overseeing and managing the organization’s procurement activities to ensure cost-effective purchasing of goods and services while maintaining quality and compliance with company policies. The role requires strong supplier management, negotiation, and contract management skills. Experience in the education sector is preferred to effectively support institutional procurement needs. Fluency in both English and Arabic is required to facilitate communication with local and international suppliers.

Key Responsibilities

  • Develop and implement procurement strategies aligned with organizational goals.
  • Manage the end-to-end procurement process including sourcing, supplier evaluation, negotiation, and contract management.
  • Identify, evaluate, and onboard qualified suppliers and vendors.
  • Negotiate pricing, terms, and service agreements to achieve best value for the organization.
  • Ensure procurement activities comply with company policies, Saudi regulations, and ethical procurement practices.
  • Monitor supplier performance and maintain strong supplier relationships.
  • Prepare and manage procurement budgets and cost-saving initiatives.
  • Coordinate with internal departments to understand procurement needs and ensure timely delivery of goods and services.
  • Manage tendering processes and requests for proposals (RFPs).
  • Maintain accurate procurement records, contracts, and documentation.
  • Support procurement for educational materials, services, facilities, and operational resources when applicable.
  • Analyze procurement data and prepare reports for senior management.

Qualifications

  • Bachelor’s degree in Business Administration, Supply Chain Management, Finance, or a related field.
  • Professional procurement certification (such as CIPS, CPSM, or equivalent) is preferred.
  • Minimum 5–8 years of procurement experience, with at least 2–3 years in a managerial role.
  • Experience in the education sector is preferred.
  • Strong negotiation, supplier management, and contract management skills.
  • Knowledge of procurement systems and ERP platforms.
  • Strong analytical, organizational, and communication skills.
  • Ability to work in a fast-paced and multicultural environment.

Language Requirements

  • Fluent in English and Arabic (written and spoken).

  • دعم عمليات شراء المواد والخدمات والمرافق والموارد التشغيلية التعليمية عند الاقتضاء.

  • تحليل بيانات الشراء وإعداد التقارير للإدارة العليا.

المؤهلات
  • درجة البكالوريوس في إدارة الأعمال، أو إدارة سلسلة التوريد، أو المالية، أو مجال ذي صلة.

  • يُفضل الحصول على شهادة مهنية في مجال الشراء (مثل CIPS أو CPSM أو ما يعادلها).

  • خبرة لا تقل عن 5-8 سنوات في مجال الشراء، منها 2-3 سنوات على الأقل في منصب إداري.

  • يُفضل الخبرة في قطاع التعليم.

  • مهارات قوية في التفاوض وإدارة الموردين وإدارة العقود.

  • معرفة بأنظمة المشتريات ومنصات تخطيط موارد المؤسسات (ERP).

Job Summary:
The role holder provide support to the respective groups and perform procurement of low to non-critical goods and services. The role holder develop understanding and demonstrate application of the company’s existing procurement policy and procedures. Confidentiality and impartiality are important aspects of this role so is the concern for quality, timely supply and cost effectiveness of procured material / services.

Key Accountabilities:
Handle the complete procurement cycle for the purchase of low to non-critical goods and services to ensure that they are provided according to the time limits, cost, quality and specifications.
Continually seek new qualified sources of goods and services by monitoring local market developments to achieve uninterrupted supply of the desired goods and services.
Regularly evaluate suppliers’ performance to identify areas requiring improvement and suggest the same to superiors for further action.
Analyze and evaluate offers by comparing specifications, prices, payment terms and delivery dates to effectively identify and propose award to the supplier with best bid.
Assist superiors and end-users in developing cost according to established costing procedures to ensure that all elements of cost are taken into consideration.
Preview product catalogue, trade journals and publications in order to maintain an updated and sufficient technical knowledge of the goods and services to be purchased.
Establish contact with QAFCO Departments/ Sections and external suppliers throughout the procurement process to expedite procurement and follow-up status of ordered goods & services.
Maintain data on computer-based procurement information systems and on other paper-based filing system to ensure ease of retrieval of purchase documentation.
Perform related duties as assigned by superiors to enable achievement of group’s targets and programs.
Participate in the on-the-job training of trainees and newly hired personnel within the Section to ensure that they develop the necessary skills to independently carry out the assigned procurement activities.
Desired Candidate Profile:
Minimum of Diploma in relevant discipline
8 years’ direct and relevant experience, preferably within the Oil & Gas, Petrochemical or Large Manufacturing Industry.
Good knowledge of the main contracts and procurement (C&P) application software, databases, web-hosted services and e-commerce services (Information Technology (IT) and Information Management System (IMS) tools) available to manage and support contracts and procurement business activities.
Understand the concept of an integrated management system (IMS).
Good understanding of Authorization for Expenditure (AFE) procedure, Annual Work Program and Budget (WP&B) procedure.  
Good knowledge of the requirements for the preparation, issue and review of report relating to procurement and supply chain.
Good knowledge on how to prepare, gather and evaluate technical bid requests, select vendor or contractor based on technical evaluation and negotiate contracts. Maintain proper business relationships with vendors and contractors.
Good knowledge on how to apply the procedures, standards and work practices necessary to ensure effective material ordering and material expediting.
Good understanding of the rules and work practices necessary to enter, maintain and retrieve business documents in an electronic document management system (EDMS).
Good knowledge on the procedures and processes necessary to ensure effective distribution, filing and security of business documents.
