Associate Vice President - Fraud Risk Management, Dubai, UAE

Job Description

Associate Vice President – Fraud Risk Management is responsible for leading the Fraud Risk Assessment program, maintaining governance oversight and ensuring compliance with Group Fraud Risk Management Policy. The role consolidates responsibilities under Fraud Governance and Fraud Risk Management, with primary focus on fraud risk assessment, governance, intelligence, tolerance monitoring and policy management.

What You Will Be Doing:

Lead the full Fraud Risk Assessment lifecycle, ensuring annual coverage across products, channels, and critical processes.

Maintain and enhance the Fraud Risk Governance Framework in alignment with Group FRM policies and regulatory expectations.

Oversee identification and assessment of emerging fraud risks, trends, and intelligence insights.

Strengthen enterprise fraud governance by maintaining policies, standards, methodologies, and control frameworks.

Deliver structured fraud risk reporting and insights to senior governance forums (FMC, MRC, BRC).

Develop and maintain comprehensive fraud MI dashboards and reports using SAS VA, Power BI, and SAP BO.

Formulate and drive the bank’s counter‑fraud strategy, ensuring process efficiency and digital transformation.

Manage the annual Fraud Risk Assessment plan and coordinate effective execution with business stakeholders.

Ensure timely, accurate regulatory and internal reporting in line with CBUAE and relevant compliance requirements.

Conduct structured FRA workshops, including inherent risk scoring, control design testing, and residual risk evaluation.

Maintain the Fraud Risk Register, track remediation actions, and ensure timely closure of gaps.

Analyse fraud incidents, KRIs, losses, and thematic patterns to provide intelligence‑driven insights and recommendations.

Oversee adherence to counter‑fraud standards and update fraud policies, procedures, and documentation accordingly.

Collaborate with AFCU, BORM, Cybersecurity, Compliance, AML, and FIU to align fraud prevention and detection controls.

Prepare and present fraud‑related MIS, dashboards, and thematic reports covering losses, KRIs, tolerance levels, and trends.

What You Should Have

Strong understanding of fraud risk management, typologies and control frameworks. Track record of conducting structured Risk Assessments with attention to detail.

Understanding of relevant laws, regulations, and compliance requirements related to financial fraud.

The ability to collect, summarize and conclude data for reporting and creating dashboards.

Familiarity with fraud detection systems, cybersecurity measures, and advanced technologies like machine learning and artificial intelligence for fraud prevention and detection.

Excellent communication skills to effectively report findings, collaborate with other departments, and conduct interviews with individuals.

Creative problem-solving skills to develop and implement effective fraud prevention strategies.

A keen eye for detail to ensure the accuracy and completeness of data and alerts

What We Are Looking For

Bachelor’s or master’s degree in Risk Management, Banking, or a related field.

Minimum 8 – 10 years’ experience in governance or risk management within the banking or financial services sector.

Strong understanding of banking products, digital channels, and associated fraud risks.

Excellent problem-solving, communication, and stakeholder management skills.

Professional certifications such as Certified Fraud Examiner (CFE) are highly desirable.

This is an opportunity to work on one of the largest programmes in Saudi Arabia. This unique project consists of major mixed-use development including sports facilities, entertainment, and arts along with all associated infrastructure.

You’ll be responsible for:

Lead the end to end steelwork delivery strategy across a Major Entertainment/Leisure Asset, ensuring alignment with programme milestones.
Oversee design assurance, constructability reviews, and compliance with international steelwork codes and standards.
Manage the performance of the Steelwork Contractor and ensure they direct logistics, cranage strategies, heavy lifts, and site erection sequencing to ensure safe, efficient installation.

You’ll need to have:

Degree in Structural/Civil Engineering (professional chartership desirable); GCC or KSA experience advantageous.
15+ years’ experience delivering complex steel structures on major programmes (stadia, bridges, mixed use, cultural or themed assets).
Proven expertise in project and programme delivery with strong commercial and financial acumen.
Leadership experience managing diverse teams and senior stakeholder relationships.
Knowledge of sustainability, risk management, and innovative programme practices shaping future delivery.
Proven track record managing Steelwork Contractors in fast paced mega projects environments.
Demonstrable leadership in HSE for steelworks, including heavy lifts and high risk operations.
Strong commercial, programme, and risk management capability with excellent client facing communication.

We are seeking to appoint an Operations Director for our new DHL Airside Facility in Muscat, Oman. The appointed individual will be responsible for formulating, implementing, and overseeing the policies and procedures required to ensure the safe, efficient, and timely processing of express cargo moving within, entering, and departing the MCT facility, while maintaining full compliance with customer expectations, regulatory obligations, and internal operational standards.

PRINCIPAL ACCOUNTABILITIES

Direct accountability for the service performance and operational cost of the Country’s Operations against defined standards and targets.
Gateways within the Country maintaining and achieving BIC Gateway status.
Security compliance within the country, maintaining and achieving new TAPA facilities.
All Facilities upkeep and ideal location within the Country
Responsible for Country maintaining applicable ISO and GSOP standards, including CRISP assessments and controls updates
Responsible for planning new facility locations and customer touch points.
Ownership of the costs & cost target achievement, with the Business Units.
Ensure pick-up, delivery and shipment processing services are executed in line with service, quality and cost performance standards and targets.
Ensure implementation of, and compliance to regional and country processes, policies and procedures, and any local external regulatory requirements, that relate to the operational services provided.
Manage and support business acquisition and customer relationship management from the Operations perspective for defined customers, both directly with customers through all physical channels and in conjunction with appropriate DHL sales management.
Monitor Operations performance against service targets and cost targets and ensure the implementation of actions to reverse identified areas of under-performance.
Ensure that service provided by counter staffs through the service centers are in line with DHL’s standards set for delighting customers to maximize cash sales.
Ensure the effective implementation and deployment of Regional and Country projects, programmes and initiatives, and the realization of agreed business benefits, within Ground Operations.
Ensure that the team is provided with clear direction and performance standards and is staffed, trained and motivated to meet set targets. Perform the appraisal and performance evaluation process regularly for direct reports to manage individual development and career aspirations.
As security is a vital and integral part of our business and as such contributes to its overall success, line managers are responsible for compliance to DHL security policies and procedures country wide.
Co-ordinate with Regional Hubs, MERN and MENA OPS, sales and third party contractors to maintain and expand the road haulage network in line with market demands, both in terms of transit times and security.
Take the necessary action at origin, transit and/or destination to ensure transit time targets are achieved.
Maintain a fleet of over 50 vehicles, ensuring smooth coordination with fleet supplier and R&M costs are in line with country budget.
Work closely with local management to oversee the construction/renovation of all new and existing facilities to ensure they are designed to cope with projected volumes of shipments forecasted for short- and long-term projects.
Manage the co-ordination between country management team and functions and develop the country’s quality and compliance strategy.
Measure and evaluate service performance using OPMS, Power BI and other tools and applications.
Setup and maintain strong relationship with ROP customs, airport security, CAA and other regulatory bodies and authorities.
Look after all DHL Oman network activities as part of local support to DHL MENA both aviation and road Networks

REQUIREMENTS

Educated to degree level preferred
Fluent English and Arabic languages
6-8 years experience within MENA Operations with at least 5 years experience of managing large teams (100+ people).
Project Management and BCA preparation experience preferred.
Experience in implementation and maintenance of ISO Processes and TAPA certification.
Excellent written, oral and presentation skills essential.

ABOUT THE ROLE

Black & White Engineering is a multi-award-winning engineering consultancy, with over 1000 employees in teams based in our UK, European, Middle East and Asia Pacific offices. We have been providing a wide range of engineering consultancy services since 2007.

Reporting to the Regional Director the purpose of this strategically important role is to lead and oversee a Black & White office, the team development, growth and profitable project delivery.

The Area Director will work closely with both front and back-office teams across Black & White Engineering, including our Global Design Hubs in Manila and India, ensuring alignment across resourcing, client development and project delivery. They will strengthen and expand strategic client and partner relationships while maintaining a strong understanding of market conditions, emerging opportunities and priority growth sectors.

The Area Director will be responsible for developing and delivering the office business plan, aligned with the Regional business plan and objectives. Working in collaboration with business support functions, they will ensure the smooth and efficient running of the office, maintaining a positive working environment for all.

ROLE RESPONSIBILITIES

Manage the Black & White office in line with the values and culture.
Lead, mentor and develop the team to achieve project and business goals in line with the ARI and working to maximum efficiency, adhering/improving on the POW (Plan Of Work) hours.
Manage difficult issues as they arise in a fair and reasonable manner.
Assist in planning and managing office recruitment requirements in compliance with current process.
Support the delivery of projects in accordance with the expectations of the project delivery process from a project management, financial management, QA/QC and technical review perspective.
Proactively manage and monitor programmes, change process and financial reporting for assigned projects to ensure commercial and relationship risk avoidance and management.
Identify design scope change and manage design fee change orders.
Review and forecast project financial performance. Identify and mitigate forecast fee challenges, maintaining the GPF.
Ensure teams are working to maximum efficient and POW (plan of work) efficiency.
Ensure risk and performance monitoring analysis takes place through effective systems of internal control and delegation.
Advise on all technical issues, planning, programming and sequencing of works, relationship issues, reporting, quality, philosophy and culture.
Provide high quality management information and reports to line manager and other leaders as required.
Attend and contribute to monthly management meetings (RMM), ensuring relevant cascade of business updates to project leads (LMM).
Organise and present monthly office updates.
Contribute to the collation of information for monthly regional reports to the board.
Lead the delivery of the ongoing Black & White strategy for continuous improvement at an office level, bringing new ideas in innovations and systems.
Develop and maintain positive relationships with clients and client professional teams for all assigned Projects, personally troubleshooting as necessary.
Represent the Company at technical meetings with customers, professional teams and contractor teams. Seek opportunities to attend industry events as a panel speaker for self and team.
Travel locally and internationally as required to meet project and company needs

Ensure all staff members complete mandatory compliance training when required

ROLE ACCOUNTABILITIES

Office management
Client acquisition and management
Leading a multi-disciplinary office, maintaining a productive and efficient working environment.
Responsibility for leading a team of line managers who are accountable for developing a team of engineers.
Responsible for managing team performance against team plan, with a focus on profitability
Ultimately responsible for project decision making and resource management

EDUCATION AND TRAINING REQUIREMENT (MINIMUM)

BSc/BEng or HND/HNC in appropriate engineering discipline
MCIBSE/MIET
Chartered Engineer status (or working towards)

EXPERIENCE REQUIREMENTS (MINIMUM)

Prior experience of multi disciplinary people leadership
Prior experience of leading complex MEP design for a range of building projects, particularly data centre applications.
Experience and knowledge of relevant design software (e.g. AutoCAD, NES, Cymap)
Prior experience of managing projects internationally.
Prior working knowledge of applicable legal/regulatory requirements, codes and standards
Prior experience of specification design for a range of building types
Sound knowledge & working application of key Health and Safety issues and legislation
Knowledge of MS Office applications Word, Excel etc
