JOB PURPOSE:


To plan and coordinate the maintenance, inspection and troubleshooting activities of all TAQA Generation plants and equipment to ensure optimum plant integrity and reliability in accordance with TAQA’s guidelines, quality and HAS standards in order to support uninterrupted operations and effective upkeep of assets.


 


Job Specific Accountabilities


Operations and Maintenance


Ensure the provision of oversight, direction, and coordination for all operations and maintenance activities so that maintenance is completed in an efficient and safe manner.


Develop the scoping and scheduling of regular, planned, statutory and unplanned / emergency maintenance to ensure this is carried out most efficiently and safely, and that risk and downtime due to maintenance work is minimized.


Conduct Reliability and Performance Analysis, Root Cause Failure Analysis; provide troubleshooting and engineering support and facilitate equipment failure investigations to ensure optimum performance of plants.


Provide technical support to the maintenance of routine complex and non-routine plant maintenance technical issues. Handle repetitive plant problems and equipment optimization issues, ensure proper study is conducted and cost-effective solutions provided to improve plant maintenance and operations for assigned assets.


Identify material / equipment required for any maintenance and management activities according to preventive maintenance schedule, work requisitions or notifications in urgent and emergency situations and coordinate with internal stakeholders for the timely availability of all requirements.


Provide advice during asset improvement and expansion projects, turnarounds, incident investigations, technical and process reviews, internal and external audits, etc., in order to solve and prevent problems, by identifying gaps and facilitating the timely mitigation of identified hazards and risks.


Ensure that all maintenance documentation is completed correctly including the Maintenance Log, outlining the fault, method of repair and the time, labour and materials used to support timely availability of information.


Develop O&M report in a timely fashion and in accordance with all agreements, and asset records are maintained.


Assist in the development of various performance analysis to ensure assets availability and reliability to ensure long term profitability.


Provide expertise on audit services, technical assistance, and back-up field management as required on a domestic and international basis.


Contribute to the development and implementation of policies and procedures for the plants to ensure safe, beneficial and cost-effective operations at all times and the long-term optimization of the facility.


Identify all operation permit requirements and ensure the applicable testing is performed and proper information is provided for renewing the permits as required by jurisdictional regulatory agencies.


 


Operation and Maintenance Excellence


Review and monitor the operations and maintenance practice of the O&M teams in the assets to ensure adherence of O&M policies and procedures.


Review the operational standards, policies and procedures and the asset’s reliability to ensure optimization of asset performance and to enhance O&M activities.


Identify opportunities for improvements and recommend changes / upgrades to optimize plant equipment maintenance and operation.

Job Specific Accountabilities


 


Value Creation


Contribute to the development and implementation of asset management strategies, policies, and programs for UAE Generation Asset Management operations.

Lead and guide the development and implementation of  the metrics/ standards, financial model for assessing feasibility and returns including defining various definite and indefinite variables, various quantitative models for all assets within Generation.

Review and incorporate relevant market policies, rules, and other qualitative factors into asset optimization and utilization models.

Direct the development and maintenance of a comprehensive market database for traders, buyers, quality specifications and volumes.

Lead the identification of and secure the optimum market position and prices for NewCo’s assets including analysis of alternative tariff, different pricing arrangements, product and feedstock market assessments and development of pricing forecasts and future economic scenarios based on ground realities.

Review financial forecasts and provide expertise on potential areas of cost reduction or performance improvement opportunities are capitalized upon to facilitate achievement of organizational objectives.

Oversee and contribute to conducting research and identify opportunities in market rules, market regulations, and power marketing operations for client assets.

Drive and ensure the identification of operational synergies and shape collaboration across operating companies (OpCos) on investments to optimize cost and performance.

Drive the identification of required enhancements to existing projects and support in evaluation of project economics and cash flows for new opportunities, including sensitivity analysis of different scenarios their selections methods and the alternative execution options.

Develop and maintain strong relationships with strategic partners and all relevant external/internal entities with highest standards of business ethics, in-order to improve business outcomes whilst protecting NewCo’s business interests.


Project Management


Monitor all relevant UAE Asset Management initiatives to ensure successful achievement of all strategic KPIs and key stakeholder expectations.

Monitor the budgeting of UAE projects, ensuring that adequate provision is made for all budget and capex/opex plans, monitoring and controlling expenditure against approved budget and reconciling variances to ensure on-target performance against budgets.

Review the progress of the projects measured against the project plan and develop lessons learnt, to ensure compliance with set standards and agreements and manage any delays with projects.

Oversee the collaboration with O&M group on an on-going basis to ensure compliance with service contracts and project requirements as well as HSE, service level agreements SLAs) and regulatory policies by vendors.


Provide expertise for the continuity and discipline to the development, implementation, and monitoring of the performance of new projects to ensure their successful execution and achievement of key objectives.


Minimum Qualification


Bachelor’s degree in Business Administration, Process Engineering, Economics, or any other related field.


Minimum Experience


10 years of relevant experience in Business Development and/or Project Management

SCOPE OF WORK


To provide specialist support in business planning, strategy and performance management across the Transmission and Distribution’s distribution asset portfolio to ensure alignment with, and enablement of, the business line’s performance and continuous growth.


JOB RESPONSIBILITIES WILL INCLUDE


STRATEGY AND PERFORMANCE MEASUREMENT


Provide support in all strategic and business planning efforts for the distribution asset in line with the business line strategy and the overall corporate vision.

Support in the preparation of the distribution asset budget, and continuously monitor expenditure against approved budget and reconciling any variances to ensure on-target performance against budgets.

Coordinate with various functions in the department to ensure that target KPIs have been set and continuously monitor performance against set KPIs and recommend course of action in case of any deviation.

Analyse the Distribution Asset’s past performance and conduct trend and benchmark analyses to provide financial forecasts/projections for medium- and long-term requirements of the asset.

Prepare and develop the distribution asset’s briefing reports and presentation materials for management to support the decision-making process.

Perform ad-hoc analysis requested by Management and liaise with different departments/divisions whenever financial or business analysis support is requested to ensure accurate and timely data is submitted.

MARKET INTELLIGENCE 


Collaborate with the Transmission and Distribution business line to support in the preparation of economic analysis and forecasting for potential distribution asset opportunities to assess growth potential, returns and the commercial terms of potential agreements.

Conduct key market trends analysis for the distribution business line (incl. Regional trends, technology trends, ecosystem trends) to identify key insights for BL’s growth from a strategic perspective.

Conduct research on possible regulatory and political risks that might impact the distribution business line and provide recommendation to limit and mitigate any potential risks that might hinder performance.

COLLABORATION


Develop and maintain strong relationships with strategic partners and all relevant external/internal entities with highest standards of business ethics, in-order to improve business outcomes whilst protecting TAQA’s business interests.

Resolve any conflicts on priorities, goals, strategies, resources, and key initiatives in a timely manner to ensure the continuous performance of the assets.

Collaborate with other business lines (BL) within TAQA to share knowledge and lesson learnt to optimize cost and enhance performance.

Support other functions within Transmission & Distribution business line to evaluate, define and secure the optimum market position and prices for TAQA’s assets including analysis of alternative tariff, different pricing arrangements, product and feedstock market assessments and development of pricing forecasts and future economic scenarios based on ground realities.

HC Strategy and Reporting


Participate in the identification of opportunities for performance improvement through undertaking internal diagnosis, process / system reviews to understand barriers and possible solutions​ to ensure the development of a comprehensive HC strategy that is aligned to the organization’s strategy.


Develop and implement the HC function strategy by providing relevant input and by translating it into plans and actions.


Develop and manage initiatives which foster a high-performance culture, valuing learning, continuous improvement and diversity and outline their corresponding parameters to ensure effective preparation for their implementation.


Manage the implementation of employee engagement initiatives that will help increase the employee satisfaction and boost morale.


Manage the development and implementation of HC function’s performance metrics and dashboards by supporting in the process of setting KPIs to monitor and track performance and ensure performance targets and results are aligned with business goals.


Continuously report on performance by utilizing business intelligence and other decision support tools.


Workforce Planning


Manage the analysis of TAQA’s current and future workforce requirements based on strategic objectives of the organization and individual objectives of various business units / departments and market trends of supply and demand in order to forecast required numbers, demographics and the time span required to effectively fulfil requirements.


Develop and attain the necessary approvals to an overall workforce plan for TAQA which sets out the human resources requirements to staff the organisation based on the talent report and management plan, employee turnover report, annual plan and Emiratization plan and provide for the necessary skills and competency base to successfully realise the business plans.


Work closely with HC Business Partners and provide Department / Line Managers with background information for formulating short, medium and long term, workforce plans to fulfil workforce requirements and submit consolidated budget for final approval to contribute to the preparation of the budget for the function.


Collaborate with various functions in the HC department to ensure that the workforce planning results are integrated with other relevant HC processes i.e. talent and succession planning framework and in order to integrate current and future workforce with talent management and ready a future talent pipeline and succession plans to achieve TAQA’s objectives.


Lead cost impact analysis of workforce planning scenarios and sourcing options in order to provide senior management with the necessary information to make sound workforce planning decisions.


Assess initiatives that may impact workforce requirements like level of business operations and growth plans to develop a workforce impact analysis report.


Organizational Development


Conduct the periodical analysis and review of TAQA’s organization structure to determine the need to maintain, create, make redundant or reallocate any functions or roles, updating Job Families, Job Descriptions, Job Evaluations and Job Titling, in consultation with concerned business unit leaders and HC Business Partners, to ensure that it reflects the strategic and operational needs of TAQA.
