 Manager Human Capital Strategy and Organization Effectiveness- TAQA, UAE


Job Purpose 


To manage and implement various HR activities including Organisation Design, Workforce Planning, Emiratization and Employee Engagement in order to efficiently meet short and long-term staffing requirements, manage the execution of organisational development in line with TAQA’s strategy, objectives and standards.


Job Specific Accountabilities


HC Strategy and Reporting


Participate in the identification of opportunities for performance improvement through undertaking internal diagnosis, process / system reviews to understand barriers and possible solutions​ to ensure the development of a comprehensive HC strategy that is aligned to the organization’s strategy.


Develop and implement the HC function strategy by providing relevant input and by translating it into plans and actions.


Develop and manage initiatives which foster a high-performance culture, valuing learning, continuous improvement and diversity and outline their corresponding parameters to ensure effective preparation for their implementation.


Manage the implementation of employee engagement initiatives that will help increase the employee satisfaction and boost morale.


Manage the development and implementation of HC function’s performance metrics and dashboards by supporting in the process of setting KPIs to monitor and track performance and ensure performance targets and results are aligned with business goals.


Continuously report on performance by utilizing business intelligence and other decision support tools.


Workforce Planning


Manage the analysis of TAQA’s current and future workforce requirements based on strategic objectives of the organization and individual objectives of various business units / departments and market trends of supply and demand in order to forecast required numbers, demographics and the time span required to effectively fulfil requirements.


Develop and attain the necessary approvals to an overall workforce plan for TAQA which sets out the human resources requirements to staff the organisation based on the talent report and management plan, employee turnover report, annual plan and Emiratization plan and provide for the necessary skills and competency base to successfully realise the business plans.


Work closely with HC Business Partners and provide Department / Line Managers with background information for formulating short, medium and long term, workforce plans to fulfil workforce requirements and submit consolidated budget for final approval to contribute to the preparation of the budget for the function.


Collaborate with various functions in the HC department to ensure that the workforce planning results are integrated with other relevant HC processes i.e. talent and succession planning framework and in order to integrate current and future workforce with talent management and ready a future talent pipeline and succession plans to achieve TAQA’s objectives.


Lead cost impact analysis of workforce planning scenarios and sourcing options in order to provide senior management with the necessary information to make sound workforce planning decisions.


Assess initiatives that may impact workforce requirements like level of business operations and growth plans to develop a workforce impact analysis report.


Organizational Development


Conduct the periodical analysis and review of TAQA’s organization structure to determine the need to maintain, create, make redundant or reallocate any functions or roles, updating Job Families, Job Descriptions, Job Evaluations and Job Titling, in consultation with concerned business unit leaders and HC Business Partners, to ensure that it reflects the strategic and operational needs of TAQA.
