Job Brief

As a key member of the Executive Management team, the Chief Financial Officer (CFO) will play a crucial role in the overall management of the Group. Reporting directly to the Chairman, the CFO will be responsible for planning, implementing, managing, and controlling all financial-related activities of the company. This role encompasses a wide range of responsibilities, including accounting, finance, forecasting, strategic planning, job costing, legal matters, property management, deal analysis and negotiations, investor relationships, partnership compliance, and private and institutional financing.

Key Responsibilities

Strategic Financial Leadership

Assume a strategic role in the continuous evaluation of short and long-term financial objectives.

Provide leadership in the development and continuous evaluation of strategic financial goals.

Financial Management

Direct responsibility for accounting, finance, forecasting, and job costing.

Develop, implement, and maintain a comprehensive job cost system.

Manage processes for financial forecasting, budgets, consolidation, and reporting.

Investor Relations and Financing

Work with current investors to identify favourable sourcing for funds (Equity/Debt).

Identify and source new investors for equity/debt partnerships with the Group.

Identify and source banks for capital expenditure/working capital requirements.

Secure funding for current and upcoming projects by contacting banks, financial institutions, etc.

Relationship Management

Establish and maintain strong relationships with senior executives to identify needs and provide business solutions.

Provide executive management with advice on the financial implications of business activities.

Legal and Compliance

Evaluate and advise on the impact of long-range planning, new programs/strategies, and regulatory actions.

Ensure effective internal controls and compliance with UAE and international financial and tax reporting laws.

Feasibility Studies and Recommendations

Provide feasibility studies and recommendations for future projects/acquisitions with CAPEX, COPEX, NPV, and IRR evaluations.

Recommend courses of action to management.

Negotiation and Deal Finalization

Negotiate with banks, external authorities, and other stakeholders.

Finalize deals in alignment with the company's financial goals.

Functional Competencies

Finance managerial experience.

Conceptual understanding of consolidation accounting.

Exposure to an environment with multiple entities, including foreign entities.

Solid understanding of all primary financial statements.

Interactions

Internal: Head of Departments, General Managers, Directors, Auditors.

External: Banks, Financial Institutions, Auditors.

Qualifications

Master's degree in accounting or business administration.

15+ years of progressively responsible experience.

MBA in Finance and CPA or CMA designations preferred.

At least 5 years of industry (Real Estate) experience.

Behavioural Competencies

Ability to quickly comprehend and accurately analyze issues with limited standardization.

Highly motivated, self-starter with professionalism, high standards, and persistence.

Strong commitment to a team approach.

Position Summary:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 

 

Work Location: Ras-Al-Khair. The work location for this position is at Ras-Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City. Free breakfast and lunch is currently provided for Ras-Al-Khair assignees during workdays.

           

Major Responsibilities:

 Responsibilities include but not limited to the following:

Evaluates financial data and records on various projects, statistics, surveys, and correspondence and prepares reports drawn on this information.

Performs financial analysis on technical data using quantitative analytical techniques.

Review, compiles and drafts reports, charts, or graphs which may require application of analytical techniques for department or senior management use.

Drafts presentations and reports based on financial data.

Assist with monthly reporting and analysis to senior management.

Reviewing and analyzing financial reports.

Maintain the validity and integrity of the data, and ensure proper records and documentation are maintained for compliance and audit purposes.

Perform additional job-related tasks when delegated or directed. Prepare ad hoc requests for senior management.

Perform any other tasks and responsibilities at the request of his/her supervisor.

 

Qualifications and Skills:

Essential Technical: 

Diploma/ Bachelor’s degree in a finance, accounting, or a similar discipline.

Minimum 3 years of relative job experience in financial planning and analysis.

Familiarity with the laws and regulations in the Kingdom of Saudi Arabia in the field of accounting/finance. 

 

Essential Behavioral:

Ability to communicate effectively both orally and in writing English and Arabic.

Ability to work with a diverse team of different nationalities.

Excellent computer skills and experience in using Microsoft/related software tools.

 

Additional Qualifications:

Preferred Technical:

Knowledge of basic accounting principles and the mathematics of finance.

Knowledge of financial concepts and experience in using techniques of financial analysis.

 

Preferred Behavioral:

Proactive & can takes initiatives.

Strong organizational skills.

Experience working with customers and providing good customer service.

Organized with attention to detail and ability to multitask projects in a fast-paced environment.

 

Addendum:

Grade 22 - At least 3 of Accounting/Finance experience.

Grade 23 - 5 plus years of Accounting/Finance experience.

Job Description

The purpose of this position is to provide the essential administrative processes, technical knowledge, and perform the work listed. • Assign work to teams, monitor and manage the work

• Perform and check calculations, specify equipment, and solve moderately complex engineering problems

• Review vendor equipment documentation within the discipline and from other disciplines for compliance with project requirements, and actively seek discrepancy resolution

• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and six (6) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

• Job related technical knowledge necessary to complete the job

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner

• Membership in technical society

• Advanced knowledge of discipline codes and standards, commercial availability and cost of materials

• Practical field experience

• Intermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programs
