Job Purpose

 

Support the activities related to nuclear fuel fabrication procurement, including development of tender documents, evaluation of bidders, negotiations and final recommendation and award of contracts. Support existing and future fuel contract production and delivery schedules, contract notices, and invoice processing. Support the activities related to the strategic development of fabrication feasibility studies to ensure security of supply to Barakah Nuclear Power Plant (BNPP).

objectives of the corporation and its Emiratization strategy.

• Contribute to knowledge dissemination/sharing in a way that assists with building internal

capabilities of UAE Nationals where applicable and maximize their effective performance.

• Supports, maintains and communicates Nuclear Fuel Procurement Policies, Procedures and Processes in order to ensure alignment with Nuclear Fuel Management Division and generally across ENEC Organization including Finance, Legal, Procurement and Supply Chain, etc.

 

Activity: 

Nuclear Fuel Fabrication

Responsibilities and Accountabilities:

• Participates in the development of nuclear fuel fabrication tender documents, evaluation of bidders, negotiations and final recommendation and award of contracts upon approvals from the Enterprise leadership.

• Supports development and maintenance of a sustainable rolling fabrication procurement plan to support Barakah power generation forecast.  

• Prepares the Alternative Fuel Fabrication (AFF) tender and executes the exercise to award the most cost effective alternate fuel supplier for Barakah, including coordination with Enterprise Legal, Procurement, Insurance and Licensing teams.

• Participates in the development of feasibility/strategic fabrication studies for the purpose of security of supply of fuel assemblies to Barakah, including studies for the potential development of a domestic fuel fabrication facility and related supply chain within the UAE.

• Establish communications with the field of fuel fabrication suppliers throughout the international marketplace to ensure the latest industry-wide information and advancements are available to the Enterprise.

• Supports the development and implementation of a continuous nuclear fuel fabrication training program in order to ensure knowledge transfer, mentoring and sustained capability to procure and manage nuclear fuel supply contracts in the future.

• Supports the communication of both internal and external stakeholders in order to build and nurture mutually beneficial working relationships.

• Ensure compliance to all relevant health, safety and environmental management policies,

procedures, and controls across the Section by the delivery of the Health and Safety Management

Program to guarantee employee safety, legislative compliance, delivery of high-quality services

and a responsible environmental attitude.

• Follow all relevant Security policies, processes, procedures, and instructions to ensure security

compliance in all aspects of work, by applying them on self, others, and corporate assets.

• Ensure the compliance with Business Continuity and Resilience requirements for adherence to

policies, procedures and instructions related to the effective planning for, and response to,

incidents and/or business disruptions in order to continue critical business processes and activities

Your new role, what's involved?

Ensure proper BIM scope delivery through monitoring project progress and teams performance to deliver the project on time while maintaining the cost and quality parameters to meet Appointing Party’s objectives and requirements.

Manage and coordinate the overall deployment of a BIM based Delivery within the multidisciplinary Design Projects in alignment with the organization’s Way of Working and best practices.

Manage the Project supply chain to deliver high quality information, data and models to the Appointing Party and ensure that the delivery of information within the supply chain is in compliance with the contract requirements.

Perform proper capability and competence assessment of the supply chain prior to appointment

Support Projects scope definition and risk management at pre-award stage.

Ensure Close liaison with the Project Management team and act as point of contact with reference to BIM scope management

Prepare the project BEP in line with the organization’s standard and ensure collaborative inputs from different stakeholders are well coordinated and embedded.

Lead the BIM scope negotiation with the Appointing Party highlighting exclusions, risks, best practices supporting BEP approval

Provide Quality Assurance dealing with the Implementation and Administration of Building Information Management (BIM) systems and solutions per project and maintain close collaboration with the Disciplines BIM Leads

Implement the internal Responsibility matrix within each project and ensure proper adherence and maintenance by the wider project team.

Support best practices implementation dealing with BIM environment Setup, Quality Assurance, BIM authoring and production, Virtual Design Coordination, BIM quality review, information management, 4D/5D/6D/7D support, etc

Configuration, Maintenance and Administration of the project CDE (Common Data Environment) to enable the effective management, tracking, and monitoring of deliverables.

Ensure the implementation of openBIM standards such as (IFC or buildingSMART), and international standards such as (BS EN ISO 19650 or PAS1192 series).

Coordinate BIM issues with supply chain to develop and reinforce standards with the goal of refining Models and deliverables.

Identify and detect any potential opportunity/risk for the Project or the Team.

Integrate leading edge BIM applications including Scheduling, Cost, Asset Management, and O&M programs into the BIM models.

Reporting to the Project Management team, Business Unit BIM Lead, Head of IDD and Appointing Party representative in a structured manner. Minimum content to include but not limited to: BIM Issue Tracker, Audit Reports from BIM for Clash Detection, in-progress and completed including results Status of Model Development according to trade, work breakdown structure identifier (phasing), cost categories, information delivery, and project close-out requirements.

Assist in defining the Learning and Development requirements within the project supply chain.

We'd love to hear from you if you have:

Bachelor's degree in any relevant Engineering or Architectural field.

Minimum of 10 years broad AEC experience multidisciplinary BIM scope management on large scale Buildings projects.

Minimum of 4 years of recent experience in design.

Mandatory proficiencyandHands-on on Autodesk Revit

Mandatory proficiency onAutodesk Navisworks Manage.

Mandatory proficiency on BIM360 andKnowledgeof ACONEX

Proficiency on Solibri, BIM Track, Revizto would be of advantage.

Proficiency on Dynamoscripting tools would be of advantage.

Extensive knowledge of BS 8536, PAS 1192, ISO 19650 series.

Information Management and BIM related certifications would be of advantage.

Strong knowledge of COBie implementation/delivery and 4D to 7D deliverables at LOD 350.

Experience working within multi-national work environment would be beneficial.

Excellent English communication and presentation skills.

Ability to effectively prioritize tasks and solve problems.

Systems engineering is a cross-functional engineering discipline centered on an approach, mindset, and process. All activities that consider both the business and the technical needs of the customers with the goal of providing a quality product that meets the users needs. The discipline that executes a robust process of design, creation, and optimization of systems, consisting of identification and quantification of system requirements, creation of alternate system design concepts, performance of design trade studies, selection and implementation of the best designs and verification that the design is properly integrated and executed. Process that proceeds from concept to production to operation.

Impacts approaches, projects and programs in the functional area or affected business organization and ways of working. Impacts quality, efficiency and effectiveness of own team. Has significant input into priorities. Guided by professional practices and policies that are shaped by the role. The role has moderate autonomy, requiring high levels of operational judgment.

Job Description

Roles and Responsibilities

Apply HMI, Industrial Networks, OT Cyber Security engineering conventions to understand, propose, design, test and troubleshoot controls systems associated with Industries such as Power, Oil & Gas, LNG and process plants for green / brown field projects.

Review contract documentation, customer specifications and experience in creating equipment specifications and detailed design documentation for the development of appropriate Plant and sub system level industrial automation and network solutions.

Design and Implementation of Industrial Network Architecture for Plant and Sub system level solutions including Controllers, HMIs, Historians, Network Switches, Firewalls, and third-party interfaces etc.

Design and implementation of OT Cybersecurity solutions including Domain Controller, Backup and Recovery, Antivirus, Application Whitelisting, SIEM Solution, Asset management, Patch Management, Certificate Authority and Virtual Machine environment etc.

Deploy security practices and technologies such as vulnerability assessments, intrusion detection / prevention systems and secure remote access solution.

Design above Solutions complying to IEC62443 / NIST / NERC standards and country specific regulations as per project needs.

Prepare project documentation such as Functional Design Specification (FDS), Network Architecture and testing procedures.

Design and Implementation of various third-party interface protocols such as OPC, Fieldbus, Modbus, IEC etc.

Interpret and translate specific customer requirements into series of actions with quality deliverables.

Provide technical leadership to the project engineering team on the design aspects.

Support controls retrofit/green field projects starting from the ITO (Inquiry to Order) up to final delivery of the equipment.

Lead customer design review meetings, Factory Acceptance Testing (FAT) and Integrated-FATs and travel as required to support these testing activities.

Support field services team on project commissioning activities for any design and configuration issues.

Work with product development team and other regional teams ensuring global standards on processes and best practices.

Apply knowledge of industry practices and international standards to produce high-quality and cost-effective designs.

Required Qualifications

Bachelor’s degree in Electronics Engineering / Instrumentation Engineering / Cyber Security / Computer Science or equivalent.

Min 8 years of relevant industry ( Operational Technology (OT) cybersecurity) experience.

Strong knowledge on Industrial Cyber Security, Human Machine Interface (HMI) and Industrial Networks.

Prior knowledge of GE MarkVIe Systems and related Network / HMI designs or equivalent systems.

Good written and spoken communication skills in English, with demonstrated capability to structure and write technical material.

Self-starter with minimal supervision requirement; able to work without supervision; ability to prioritize, organize work and meet project engineering schedules.

Desired Characteristics

Master’s degree is a plus

Strong interpersonal and supervision skills.

Strong preference for individuals having hands on experience in the design of OT cyber security and Industrial Networks.

Certified professionals on GICSP, IEC62443, CEH, CCNA etc. are preferred.

Understanding of ISO 9001 design control standards and applying on day-to-day engineering processes.

Prior experience following quality assurance processes while working in a projects schedule-driven environment.
