Job Description and Qualifications

POSITION SUMMARY:

This position will be working in the Project Delivery Team at the IGCC Project, Jazan Economic City (JEC), Jazan, in the Southwest portion of Kingdom of Saudi Arabia. Project Delivery supports the CyberSecurity Project Team to safely and successfully, as well as execute brownfield projects, within the operating plant, while achieving critical success factors.

The successful candidate will:

Be personally responsible for safely managing control systems upgrade projects in an operating plant throughout the stages of FEL, Detail Engineering & Design, Procurement, and Commissioning.

Develop, implement, manage site mobilization, execution, and handover of various packages with contractors.

Facilitate effective communication within and across the project team and stakeholders.

Be responsible for project execution activities including safety, cost, schedule, quality, and risk.

Maintaining good relationships with operations, engineering, construction, and contractor personnel to achieve success.

PRINCIPLE ACCOUNTABILITIES:

Run projects through all phases of project execution including scope development, cost estimating, equipment procurement, engineering, design, construction management, and equipment commissioning.

Develop strategies for execution, procurement, and construction in an operating facility.

Overall safety, cost, schedule, quality, and risk management for each project

Manage change on projects including taking action to minimize impact

Periodic project reporting

EDUCATION AND EXPERIENCE:

Bachelor of Science in Engineering degree with 7+ years of project engineering experience on large Oil, Gas, & Chemicals projects

Field experience and understanding of control systems’ installation, and start-up/ commissioning techniques and handover to operations.

Experience running projects within operating facilities.

Awareness of CyberSecurity Regulations and Compliance.

Detailed and results-oriented, organized, self-motivated and customer focused.

Strong organizational and planning skills with ability to communicate clearly and effectively at all levels of the organization

Aptitude and flexibility for quick learning and adapting to site requirements

Able to conduct business in English with good verbal and writing skills.

PREFERRED SKILLS:

Engineering &/or Communications experience in Oil & Gas, Power Generation, Petrochemical Plants. 

Experience & demonstrated skills in identifying problems and determining solutions.

Collaborative working style and consulting behaviors.

Experiencing leading project teams

Good knowledge of documentation management software, e.g. Aconex, OpenText, Documentum, etc.

Strong analytics and use of MS Office (Word, Excel, PowerPoint, Access, etc.)

Be personally responsible for safely managing projects in an operating plant throughout the stages of FEED, Detail Engineering & Design, Procurement, Construction, and Commissioning

Develop, implement, and manage construction packages and contractors

Facilitate effective communication within and across the project team and stakeholders

Primary Objective:

The HSE Manager has key accountability of performing health and safety management functions to the project

and support for the project management team, including HSE coaching & mentoring and effective HSE

strategies and management plans to support the engineering, procurement and construction of the project(s)

and overseeing a team of site based HSE professionals during construction.

Specific Accountabilities:

1. HSE Management · Utilising the Worley’s framework to undertake risk assessment of the project through engineering, procurement & construction and develop HSE plans to support each phase of the project. · Develop HSE standards, systems, and procedures to support the project(s). · Develop and implement HSE training for the project including orientation, hazard analysis & safety leadership. · Implement robust contractor management process including pre-selection, orientation, and on-the-ground review of performance (informal & formal) · Ensure effective hazard & incident management processes are implemented including the use of the Worley’s system. · Implement effective Emergency Preparedness and Response plans aligned with Worley & Client Crisis Management Plans. · Manage the local R3 processes and participate in project start up work – (project mobilization). Ensure thorough 2. Personnel · Recruit HSE personnel required to support the project · Coach & mentor direct reports and project team members to improve HSE skills and competencies. 3. HSE Management · Liaise with HSE professionals to identify & share improvements · Participate in HSE inspections & audits across project(s)

Essential Skills / Experience:

· HSE experience as a senior Safety professional role in a heavy industry environment.

· Understanding of the principles and practices of HS Management and the implementation and

improvement of management systems.

· Proven capability in managing and controlling budgets and schedules along with strong leadership and

communications skills.

· Solid strategic planning ability within a Commercial environment, also being able to operate at Senior

Management level

· A relevant tertiary qualification, gained within an Analytical discipline (eg: Environmental Science)

· Accredited Auditor qualifications

· Excellent written and verbal communication skills with an excellent eye for detail

· Ability to deal with conflicting priorities in a busy environment

DESCRIPTION

The Site WHS Officer will be responsible for partnering with a site operations team in a delivery station to execute company safety policies and ensure compliance to all applicable local and regional regulations. By leveraging lean principles and kaizens, you will lead continuous improvement initiatives to reduce conditional and ergonomic risk in our processes to ensure a safe and healthful working environment for our Associates. A successful Site WHS Officer will demonstrate the ability to build trust and confidence with the Operations Team and inspire change through providing comprehensive risk assessments and safety data analysis.

The Site WHS Officer must be an effective communicator and send clear, concise and consistent messages, both verbally and in writing. You will instruct and train Operations Leaders in Amazon WHS policies and assist the operations site teams in incorporating our safety standards at their site. You will work to identify best practices and incorporate these standard methodologies into our standards to continuously improve the safety landscape.

Site WHS officer will possess excellent safety program knowledge as well as environmental and ergonomic knowledge and be able demonstrate this expertise when working with Operations.

The Site WHS officer will be a part of site WHS team and reports to site WHS manager. The WHS officer should be flexible to work in shifts.

Possess a thorough understanding of local/regional regulations and company policy.

Key job responsibilities

- Provide guidance and oversight to ensure compliance to all applicable Amazon WHS standards/Policies.

- Measure site performance against published requirements in safety policies. For all deficiencies, identify a plan for the site to implement and fix all identified deficiencies.

- Deliver on-time and quality projects to Operations.

- Analyze safety metrics and review incident weekly and monthly incident trends to discover trends to rationalize the allocation of appropriate resources to areas where the safety risk is highest.

- Ensure proper Incident Investigation and closure of Corrective action and preventive action.

- Perform frequent site safety audits to identify all non-compliance equipment and/or processes at the site.

- Implement solutions to eliminate exposure to these risks and prevent injury.

- Audit record-keeping practices and ensure Austin entries to be aligned with global WHS standards and local regulations.

- Audit the workplace organization and Associate behaviors to ensure that training, auditing and scoring methods are accurate and consistent.

- Lead and mentor Safety Associates in your assigned facility during peak.

- Spend time at the delivery station and seek input from Safety teams, Associates and leaders on safety program improvement opportunities. Ensure open communication on status of progress and resolution against these suggestions.

- Ensure site leadership and Associates are trained and knowledgeable of their responsibilities under each policy. Audit the quality, delivery (including qualifications of the trainer), and effectiveness of all required safety training.

- Ensure the PPE’s inventory at site and coordinate with procurement will place order accordingly.

- Ensure site PPE compliance.

- You have to implement the best practices at site.

- Implement PIT (powered industrial truck) safety and yard safety system.

- Ensure standard Work Permit System usage at site.

- Implement and ensure safe contractor management at site.

- Ensure basic safety training calendar for associates and imparting trainings as per the same.

- Work along with facility team and ensure preventive maintenance of all Fire protection and emergency equipment’s

- Ensure basic Fire Fighting training and first aid training requirements.

BASIC QUALIFICATIONS

- WHS Experience/or WHS qualifications

- Experience using Microsoft Word and Excel in a professional capacity

- Bachelor’s degree in safety, environmental, ergonomics or a related field required.

- NEBOSH & IOSH certified.

- Experience implementing lean principles and process improvement in an operational environment.

- Ability to adapt well to fast-paced environments with changing circumstances, direction, and strategy.

- Good communicator - English & local language

- Available to work flexible shifts including days, nights and/or weekends

PREFERRED QUALIFICATIONS

- 2+ years of growing responsibilities in safety and/or environmental programs in manufacturing, production, or service operations.

- Ability to analyze accident data, new processes, and machinery for potential safety concerns and conduct job hazard and job safety analyses

- Experienced in emergency response and currently holds First aid and CPR certificates.
