Job Description

Overview

Will administer subcontracts for various Vectrus Programs within the Middle East region which may involve both foreign and domestic subcontractors. This position will execute and administer various types of Subcontracts and Purchase Orders (POs) through close-out, ensuring compliance with corporate policies and procedures, legal guidelines, FAR/DFARS clauses, and customer requirements. Work on complex subcontract matters in both domestic and contingency locations and provides Program Management with contractual guidance while exercising sound ethical and professional judgment within a broadly defined best practice and written policy structure. Responsible for protecting the legal and financial interest of Vectrus Systems Corporation during all discussions and interactions with customers and suppliers. Drafts Request for Proposals, develops source selection criteria, analyzes cost/price data to determine price reasonableness, leads negotiation efforts with subcontractors, and reviews and interprets clauses, formal amendments, agreements and legal documents. Supports all internal and external audits, and provides program support to both internal and external customers. Operates under the functional guidance of Supply Chain organization and Corporate Purchasing Manual, while coordinating closely with other functional departments.

Responsibilities

Performs a full range of subcontract activities associated with the administration of subcontracts.

Qualifies suppliers, issues RFP’s, evaluates proposals, documents cost and/or price analysis, executes subcontracts incorporating clauses, terms and conditions, technical specifications, statements of work and other certification and representations, and maintains compliant subcontract files in accordance with established procedures and FAR guidelines.

Monitors subcontractor performance to ensure that all contract terms and conditions are met while adhering to cost/schedule and mission requirements.

Documents subcontractor performance using the Vectrus Subcontract Past Performance Rating System – SPPRS.

Uses judgment to interpret internal and external issues and develop best practices.

Makes recommendations to management on subcontract issues, and execution of subcontract documents.

Drives innovation in acquisition strategy for responsible programs/subcontracts

Owns the subcontract content for responsible programs

Assists in coordination with other functional areas on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests.

Awards subcontract total value, authorizes funding, reviews and validates subcontractor invoices for payment monitor’s balance.

Uses specialized knowledge to solve complex and unique problems.

Provides subcontract support to the Business Development/Capture Team.

Performs other duties assigned.

Qualifications

Minimum Qualifications

Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

BS/BA Degree and 3 years' professional experience relating to subcontracting, purchasing, contract management, business/finance, and/or sales.

Must possess current Kuwait residency status

May be required to travel on Temporary Assignments to Programs both CONUS/OCONUS in support of program and mission requirements.

Experience:

Approximately 1-2 years of experience serving in contracts, procurement, or subcontract department(s) with direct experience working with subcontract actions / files and minimal exposure to associated software systems (ie OnBase, AS400, Federal Funding Accountability Transparency Act Reporting System, Contracts Management Database, etc).

Skills:

Good problem solving, negotiation and organizational skills/techniques, strong communicator, possesses analytical and interpersonal skills. Functionally skilled in Microsoft Office products including, but not limited to Word, Excel, Outlook and SharePoint.

Basic Function

Works as Senior Safety Inspection Coordinator for Safety and Facility Compliance Unit activities within Dhahran and Districts Facilities to ensure safety of contractors, staff, visitors and patients.

 

Scope

The work is in Johns Hopkins Aramco Healthcare, Facility Support Services Department, in Dhahran and in Districts 

(Al Hasa, Udhailiyah, Ras Tanura, and Abqaiq). Works with Facilities Support Services Department/Safety & Facility Compliance Unit.

Principal Contacts

Team, Unit and Division Heads

 

Principal Duties

Coordination with FrPD for annual Fixed Systems Fire Inspections and closure of identified deficiencies

Coordination with Inspections Department (Saudi Aramco) for annual utility services inspections and closure of identified deficiencies

Coordination and execution of Full Fire Evacuation and Utility Disaster Drills to be conducted quarterly in all Southern Area Facilities

Coordination of Environment of Care Inspection rounds with MPCU colleagues at DHC, and closure of all identified deficiencies

Undertaking of Construction Site Safety Inspections to ensure compliance with safety requirements as per JHAH policies and procedures. Report writing of identified deficiencies and liaison with project Engineers regards timely closure of same.

Assists in the implementation and monitoring of compliance to JHAH Environment of Care Program within all Southern Area Facilities

Acts as a resource for all safety orientated queries, suggestions, concerns that are raised within Southern Area Facilities to ensure a safe working environment

Assisting in investigations of incidents and follow up of EOC occurrences that have been reported using the eOR  system for timely closure

Assist in the implementation and monitoring of compliance with JCIA Facility Management and System Elements

Education

Bachelor of Science or Engineering degree

Experience

Minimum Ten years’ experience in Health and Safety (NEBOSH, Diploma Occupational Health and Safety).

Two-Three years’ experience in a health and safety role – Safety Officer, Safety Champion

Experience with Joint Commission International/Certification

Certifications/Other requirements as applicable

NEBOSH, Diploma Occupational Health and Safety.

Must have excellent understanding of international codes and standards applied like AIA, NFPA, UBC, ASHE, JCIA.

Ability to speak and write reports in English is required.

JOB DESCRIPTION

An Assistant Purchasing Manager will ensure the accuracy of stocks, accounts payable, prepayments, and creditor/accruals accounting records and provide periodic reports to the Finance department.

What will I be doing?

As Assistant Purchasing Manager, you will ensure the accuracy of stocks, accounts payable, prepayments, and creditor/accruals accounting records and provide periodic reports to the Finance department. Specifically, you will be responsible for performing the following tasks to the highest standards:

Assist the Purchasing Manager with the purchasing of all goods and equipment required by the hotel

Purchase the correct goods and materials at a competitive price and proper quantities/volumes

Assist the Purchasing Manager with regular reports on goods purchased and inventory levels so to allow for more effective future purchasing

Report all monthly savings to the hotel Team

Work with hotel management to improve the purchasing process as a way to reduce waste and improve profitability

Maintain good communication and working relationships with all hotel areas

Attend finance meetings, as required

Act in accordance with fire, health and safety regulations and follow the correct procedures when required

Serve your role and Team in an environmentally-conscience manner

What are we looking for?

Previous experience in a high volume Accounts function

Relevant degree, in Finance/Accounting or related business discipline, from an academic institution
