JOB DESCRIPTION
SUMMARY:
ABSG Consulting is currently seeking to fill the position of Principal HSE-Risk Engineer in the TIV Risk & Reliability Middle East team. This role is to support the delivery of specialist HSE management, process safety management, and operations integrity management systems services. These services shall be delivered to clients for operational assets and also during projects execution – greenfield and brownfield. This position will provide support for work to be performed across the Middle East region. The role will focus on clients in UAE and KSA but will also involve support to projects elsewhere around the Middle East. Our safety services are intended to provide optimized means for clients to achieve their corporate policies and to reduce/eliminate failures impacting on safety, environment and production. The ideal candidate possesses a minimum of 15 years’ experience, an engineering degree, is self-motivated, and willing to be an integral part of the team. The successful candidate will perform a wide range of tasks, primarily in an office environment, but should expect to travel to client sites when required.
GENERAL DUTIES & RESPONSIBILITIES:
The Principal Engineer shall direct/supervise and deliver work personally in the consultancy services listed below.
Interested candidates should have a good understanding of the technical issues fundamental to (as the key priority) the preparation of quantitative consequence and risk assessment studies, and (2) the development, audit, or enhancement or HSE/PSM/OI management systems within the oil and gas and petrochemical industries (and other industries would be an advantage). A strong capability to develop and deliver training to clients will be an advantage. In addition, candidates should have excellent verbal and written English ability to ensure effective deliverables to, and communications with, clients.
Technical capabilities/skills for this position include significant experience – hands-on and supervising:
Preparation of HSEIA Reports, Safety Cases
Preparation of Bow-ties
ALARP demonstration
Preparation of quantitative risk studies, including QRA, BRA, Facility Siting, F&G Mapping, FERA, S&GDA, ESSA, EERA, etc.
Use of consequence/risk assessment software including PHAST, SAFETI, FRED, SHEPHERD, DETECT 3-D
Development of deliverables for SCE/HSECES Identification and performance standards
Facilitating /chairing HAZOP/PHA/HAZID/SIL workshops – both short and long duration
Delivering training and developing training materials for HAZOP/PHA/HAZID/SIL
Experienced in preparation of technical and commercial proposals, presenting capability to clients and working with and growing opportunities with clients
Project management of projects in line with financial constraints
Optional Technical capabilities/skills for this position include:
The following are not essential but would be an advantage.
Strong knowledge of and experience with international standards for HSE/PSM/OI management systems.
Certified HSE management systems auditor.
Extensive experience in developing new or enhanced HSE/PSM/OI management system documents from Policies to Procedures.
Experience, and certification where appropriate, as an HSE/Safety Culture/BBS trainer
Extensive experience in conducting review and enhancement of client HSE/PSM/OI management systems documentation.
Experienced with incident investigation, emergency response plans and business continuity.
HSE/BBS Culture assessment.
Has led PHSER reviews.
Experienced in leading SIMOPS reviews and developing MOPO Matrix.
QUALIFICATIONS/EXPERIENCE:
Degree in science/engineering-based discipline.
15 years of relevant experience
Working knowledge of ADNOC and/or ARAMCO and/or Qatar Energy standards and relevant international standards
Experience working in the oil and gas, petrochemical and power generations industries.
Experience working with a consultancy company(s) would be an advantage.
PERSONAL SKILLS:
Effective collaboration style with strong communication skills
Creativity – ability to recognize and evaluate complex situations, synthesize information and develop a path forward using conflict resolution skills as required.
Root Cause Analysis – capability to identify and evaluate multiple causes of a particular project issue, synthesize the most probable solution and “sell’ the solution internally and to the client.
Excellent verbal, written and presentation skills – presents with professional and personal credibility.
Ability to organize and manage a set of tasks with a strong attention to detail.
Effective time management and ability to respond to changing priorities.
Ability to mentor/develop junior staff.
