Commercial Manager, Mott MacDonald, Qatar

About the role

Mott MacDonald is currently recruiting a Commercial Manager with experience in PPP or sewage treatment plant projects, for one of our major projects in Qatar.

Key responsibilities and duties are listed, but not limited to, the below:

Oversee commercial management for the projects against agreed targets for profit and ROCE for each project

Supervise and monitor all aspects of the contract including compliance, terms and conditions, service level agreements, managing receipts, documentation of change requests, delivery of deliverables, payment procedures and management reporting

Financial reporting and monitoring of overall project financial performance

Overseeing the working capital position on the project, and supporting project management teams when contact with clients is required to resolve working capital issues

Monitoring and advising on compliance with internal governance and contractual commercial obligations

Assisting in the development of project financial recovery strategy; attendance at monthly credit control meetings and dealing with actions arising

Promote all aspects of Mott MacDonald’s internal governance protocols related to commercial success.

Develop, review and update a change management system and procedures that capture complete, accurate and consistent baseline documents, and ensure changes in design and construction and any other change are controlled in accordance with the contract documents and/or programme controls procedures

Oversee the change process to ensure consistency across all existing contracts and the projects for design details and other related items

Monitor changes across the project against the contract and scope baseline; create and implement a change management plan, change log and governance processes

Candidate Specification

Bachelor’s Degree in Engineering / Law / Quantity Surveying or Cost Engineering;

Chartered status or professional membership with a relevant institution would be preferred

Demonstrable experience as a Commercial and Contract Manager on similar-sized projects done through PPP; familiarity with PPP contracts and experience of contract administration and resolution for PPP projects OR experience in STW projects

Lead external and internal, coordination pertinent to claims, dispute resolution, etc.

Review, comment and recommend acceptance to the Engineer on contractors and consultant submissions

Demonstrate experience in the implementation of methodology related to avoidance and resolution study

Performance of other duties related to claims, QS, and legal works as requested

Job Description

Job Summary

Works under the direction of Section Head-Mechanical/ Maintenance Manager to plan & supervise all preventive and corrective maintenance, monthly /annual outage and overhauling work activities on plant mechanical equipments.

Responsibilities

-Assigns preventive and corrective maintenance jobs as per the direction of Maintenance Manager. Supervises and co-ordinates activities of maintenance staff. Maintains records, prepares reports and composes correspondence related to work.

-Executes work order through CMMS (SAP) and co-ordinates with planning engineer for job completion and technical matters.

-Maintain such communications and relations as are necessary to report on the status of matters requiring action and to ensure that corrective action is undertaken.

-Helps Maintenance Manager in executing corrective and planned maintenance with due regard to annual scheduled maintenance plan.

-To perform technical evaluation of quotations received from purchase department and recommend appropriate choice.

-To prepare purchase requisitions for spare parts and consumables ensuring budgetary constraints and arrange strategic spares availability to cope up with the maintenance requirements.

-Review and recommend new maintenance procedures and work instructions.

-Supervise, direct and co-ordinate the activities of all personnel assigned to his area.

-To carry out any other duty assigned to him by the management from time to time.

-Ensure Environmental Aspect-Impact and Hazard Risk Assessment are carried out, controlled and updated.

-Implement, monitor and report IMS objectives, Targets and programs.

-Provide necessary resources for effective implementation and sustenance of IMS.

-Report IMS performance to the management periodically.

-Ensure Legal compliance with respect to their scope of activities.

-Ensure identification of root cause for the identified non conformances/ deviations and to implement corrective actions/Preventive actions.

-Identify the competency gap for their subordinate personnel and implement necessary actions.

-Carry out annual performance evaluation of reporting employees.

-Responsible to ensure the compliance to legal requirements, contractual and organizational requirements.

-Provide on-the-job training to new employees and evaluate their OJT Performance.

-Identification, documentation and control of hazards in assigned work area.

-Ensure aspects identified are monitored and operational controls are followed.

-Report deviations in Integrated Management System and identify root cause and implement corrective and preventive actions.

-Reporting of emergencies and incidents and near misses.

-Effective resource utilization.

-Perform other duties as assigned.

Skills

Education: Bachelor Degree in Mechanical engineering

Minimum Experience: 5-8 years related experience in Power/Desal Industry

Job Purpose:

Reporting to the Deputy Director, the funding Program Manager will assist in managing the Global Coral Reef R&D Accelerator Platform (CORDAP) funding program design, implementation, monitor the end-to-end grants life cycle, and formulate goals and priorities related to assessing the technology readiness levels of CORDAP’s research outcomes. Plays a key role in monitoring effectiveness of translation activities through project management, data management, analysis and continuous improvement activities by overseeing the establishment, redefinition, and strengthening of relationships between amongst awardees, collaborators, platform partners and end users.

Responsibilities:

Works closely with the Platform leadership to plan, design and implement strategic funding opportunities for coral research, development and translation activities.
Prepare and implement CORDAP Calls for research proposals, manage submitted proposals and lead the review process.
Assist in the development and implementation of Platform funding policies, procedures, terms and conditions, and contracts.
Monitor project progress and outcomes.
Provide support for the Panel of Experts to prepare and submit a recommended ranking of proposals based on the outcomes of reviews.
Facilitate development of ideas for platform scientific, networking and fundraising events, design and implement corresponding execution strategies.
Oversee the organization and execution of high profile CORDAP events.
Develop and manage relationships with other relevant agencies, organizations and bodies.
Actively and effectively participates in Platform-wide initiatives and priorities by undertaking planning, development, and implementation of long-range plans of the Platform

Person Requirements:

Competencies

Knowledge of solution oriented scientific and engineering research, both mission and operations;
Knowledge of the research and development value chain, including technology readiness assessment and engagement with end users.
Knowledge of research and development funding processes and procedures, and the intellectual property implications for scientific research projects;
Strong leadership, strategic planning, organization, time management, analytical, and critical thinking skills with the ability to identify and solve problems, make decisions, and implement changes;

Qualifications

Experience

At least 7 years of professional experience, 2 years of which must have been in R&D program or funding management, including equivalent specialized experience which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position
Examples of specialized experience include but are not limited to overseeing and managing projects, multi-functional programs and attendant resources; explaining, interpreting and applying complex policies, procedures and guidelines related to contract management and concepts, and terms and conditions of research agreements; direct consultancy experience, and experience drafting policies and procedures; and drafting and negotiating contract agreements and contracts, particularly those with intellectual property provisions supporting collaborative scientific research projects.
Grant funding agency experience preferable.
