Risk Engineer, AECOM, Riyadh, KSA

Job Summary

AECOM are currently seeking an experienced Risk Engineer to be based on a large scale historical program, in the Medina region. The Risk Engineer will work alongside the Manager, to oversee all matters related to the Program.

Responsibilities:

  • Update the Risk Management Plan as and when required to reflect both the progress of the project and the increasing maturity of the risk management practices (reflecting good practice as described in ISO 31000).

  • Update the Risk Breakdown Structure as required and compare the Structure against the Risk Register to assess any gaps in the Register.

  • Contribute to the Terms and Definitions included within the Project Management Plan as and when required.

  • Be conversant with the project objectives, the prioritized objectives, the stakeholders (and their ability to influence outcomes), the project scope, the team structure, document control and the management systems such as ePM.

  • Save all risk documents on the project server.

  • Prepare agendas for all meetings and issue minutes of meetings promptly.

  • Record risk meeting/workshop attendees.

  • Support the development of the maturity of risk management practices.

  • Ensure that risk management adds value to the project through pro-active risk response planning.

  • Carry out context analysis so that the background of a project is understood prior to embarking on the facilitation of risk meetings/workshops.

Minimum Requirements

  • A minimum of 10 years as working in Risk is required.

  • Experience with large scale building programs required

Preferred Qualifications

A Bachelors Degree in either Civil Engineering or a related subject.

Job description
Creating Baseline cost and resource loaded schedules from first principles using Primavera P6
Reporting on the progress of the schedules using reporting practices such as Earned Value techniques
Presenting Schedule updates to the management team, and preparing visual presentations of the schedule
Presenting solutions to Schedule slippages to the management team
Assist the wider project team in Project Management duties – this could be in the form of preparing visual reports or presentations or chasing actions from the wider stakeholders.
Assist with the completion of Client Ad-Hoc Requests
Coordinate and liaise with strategic partners to incorporate schedule updates to master schedule.
Auditing schedule received from strategic partners, within the required time frame to avoid any reporting or schedule discrepancies.
Help in establishing business cases timelines, taking into consideration various inputs for client, strategic consultants and advisors.
Presenting the schedule in a visually friendly manner and producing necessary diagrams to accommodate the schedule report and updates.
Help in drafting Requests for proposals, specifically the time schedule and the schedule reporting requirements.
Drafting the time (schedule) management plan, discussion and agreeing with the client, the plan to include schedule levels, coding, schedule general accepted standards.
Establish and agree schedule levels and tasks coding and break down.
Attend planned and schedule meetings representing the client with various strategic partners
Ensure cross functional cooperation and visibility among other departments to ensure alignment on deadline and critical activities.
Run sensitivity analysis for various schedule changes, showing the time and cost implications for various changes.
Flag any issues or concerns to management to help reducing the probability and impact of any schedule related risks.
Develop the Risk Management strategy, plan and procedures for the project.
Develop and manage the project risk management register.
Comprehensively identifying Risks that might impact on the achievement of the Program Objectives
Accurately assessing using both qualitative and quantitative methods the potential impacts of the identified Risks
Prioritizing the requirements for Risk response identification
Formulating appropriate responses to the identified Risks
Quantifying adequate cost and time provisions for post-response residual Risk impacts
Controlling the implementation of identified Risk responses
Monitoring changes in Risk exposure, identifying new Risks and modifying responses
Data gathering to support monthly risk reports; including report preparation
Establish Risk Management cadence including recurring meetings and reporting
Conduct regular risk workshops with different stakeholders
Profile
High degree of technical proficiency in implementing risk management procedures on major construction projects.
Understanding of key engineering and construction concepts.
Technically proficient in one or more risk management tools (i.e. Active Risk Manager, Primavera Risk Analysis, etc).
Proficient with quantitative cost and schedule analysis using Monte Carlo simulation techniques
Ability to work with diverse stakeholders at all levels in order to negotiate win-win situations
Excellent English verbal and written communication skills
Ability to meet deadlines in a highly pressurized and ever-changing work
environment
High degree of competency in the use of Microsoft Office software (Excel, Word & PowerPoint
Experience in mega-project/program in the Middle East
Production of consistent project artefacts such as project plans, status reporting and financial reporting
Proficient in Primavera software.

The role will involve working across all business lines in and with exposure to the most senior levels within Bechtel.

The Candidate

The successful candidate will have a sound knowledge and understanding of technical employment law and its application in both public and private sector construction. Demonstrated leadership skills with the ability to build a high performing team whom are able to effectively drive change through implementation of the Regional Workforce Services model.

A self-starter who strives for excellence and achievement. Has a high degree of ethical conduct, demeanor and a working style to foster trust, respect, collaboration and engagement with others both across the business and externally. The ability to switch between the operational and strategic levels of management seamlessly and a tenacious character that can both give and accept constructive criticism. Ideally you will have a minimum of 10 years' experience in senior Industrial Relations roles within the Construction Industry and have operated in a variety of different countries / regions, particularly in the international space, including the Middle East.

Construction craft employees

Demonstrated experience in working with organized labor to promote a positive construction work environment on industrial projects

Ability to communicate clearly and objectively verbally and in writing to internal and external counterparts.

At least 7 years of experience with direct-hire craft execution and managing the craft employee life cycle from recruiting to demobilization.

Comprehensive understanding of the Workforce Services model, including the support services necessary for craft logistics including camp/catering, transportation, security/site access, etc

Job Description
MAIN RESPONSIBILITIES

Responsible for pre and post-contract quantity surveying duties including preparation of cost estimates, procurement and tendering, contract administration, variation, final account, etc.
Completing feasibility studies and writing procurement reports.
Estimating and cost planning to include producing and presenting the final cost plan.
Tendering and procuring, including managing the pre-qualification stage, producing the tender list, putting the preliminaries together, tender analysis, producing the tender report and compiling the contractual documents.
Dealing effectively with post contract cost variances and the change control processes, where applicable referring major changes to line manager.
Taking personal responsibility for making cost checks and carrying out valuations on larger projects and in all cases ensuring that timely and accurate cost checking and valuation takes place.
Producing monthly post contract cost reports and presenting them to the client.
Negotiating and agreeing final accounts.
Interfacing with the client and other consultants, at all project stages.
Where appropriate, leading a cost management team, ensuring that they deliver on all of the above accountabilities.
KEY EXPERIENCE REQUIREMENTS

Detailed knowledge of and experience in the Building/Infrastructure sector working for a professional cost consultancy.
Excellent measurement capability for infrastructure/building works, accuracy and efficiency are essential.
Experience of interim applications, change management, variation valuation and extension of time claims.
Good knowledge of construction industry technical matters, such as different procurement routes, value management and value engineering.
Detailed experience of working with standard form contracts, FIDIC preferred, and administration of contract procedures.
Demonstrable experience in client-facing roles, professional approach and confidence in presenting to clients, other consultants and project stakeholders.
Qualifications
BSc in related subject or equivalent.
8 - 15 years in relevant work experience, ideally in a consultancy
Professional membership i.e. MRICS.
Experience in the Middle East is preferable.
Excellent command of written and spoken English.
Ability to manage teams of between 5 and 10
Must be able to present and communicate effectively and represent a stand-alone package of works
Must be a self-starter who is proactive in the resolution of programme wide issues

The Job Opportunity

 

Subject to contract award, Serco Saudi Arabia (SSA) will be acting as a managing agent that is responsible for a project that will act and serve as a luxurious tourist destination. SSA’s role as a managing agent and master operator will be to manage the service operators of the following transport modes:

 

• Air (Private Planes & Helicopter, etc.)

• Sea (Marine fleet & water taxis, sea freight etc.)

• Land - Road (cycle, cars, buggy, buses etc.)

• Land- Logistics (vans, staff buses etc.)

 

Key accountabilities

 

  • Review of Asset Configuration Change Application’s (ACCA), impact on the Hazard Log; maintaining hazard log in the process.
  • Coordinate status updates and reporting for all corrective actions, including analysis of themes and strategic improvements.
  • Support understanding and management of regulatory compliance requirements relevant to develop and where necessary, deliver training and programmes on subjects related to quality and compliance;
  • Coordinate provision of/provide compliance awareness briefings and follow up on compliance activities;
  • Coordinate, participate and oversee the preparation for internal and external audits including readiness reviews, attendance at key meetings and review of report.
  • Review non-conformances regularly and assign resource to close out overdue NonConformances (NCs) within agreed timescales;
  • Lead maintenance of the quality management system, that it relates to all aspects of the system promoting continuous improvement and management awareness,
  • Oversee quality management certification requirements.
  • Monitor and assist departments in the response and resolution of contractual notices such as remedial and warning notices.
  • Provide advice and support in relation to business continuity.
  • Review the business continuity plans to ensure alignment with regulatory, contractual and Serco Management System requirements.
  • Maintain and monitor KPIs on Risk, Quality and Compliance performance, establish a suite of reports and other media analysing and illustrating risk, quality and compliance performance of the company utilising both proactive and reactive key performance indicators.
  • Support with the preparation of contractual and regulatory reports such as the annual report by the provision of Risk, Quality and Compliance inputs in a timely manner.
  • Coordinate and minute Risk, Quality and Compliance meetings and workshops.
  • Undertake on-call duties as per roster and report notifiable incidents to department leads, Key stakeholders, Regulatory agencies and Executive Director (where required)
  • Support, monitor and report on incident investigations, taking lead where necessary, making sure that reports are completed and submitted in a timely manner.
  • Comply with all Serco SMS Policies and Standard Operating Procedures and all local regional or contract related policies and procedures;
  • Perform and carry out other duties as requested by the Safety, Assurance and Environment Director

 

Specific Requirements

 

  • Hold a recognised qualification in health and safety and/or risk management for example NEBOSH National Diploma in Occupational Health and Safety;
  • Certified auditor Certified in Standards (BS OHSAS 18001 and ISO 45001), Environment and Energy (ISO 14001 and ISO 50001), Quality (ISO 9001) and Fire Prevention (NFPA 130).
  • Minimum 5 years, of work experience as a Risk, Quality and/or Compliance professional with management experience.
