Lead Quality He4 Plant (EPC-1)

The NFE Onshore Lead Quality coordinates site inspection of the work to verify project quality requirements for Construction at Ras Laffan Site.

Responsible for ensuring Company participation in site inspection and tests activities.

The Lead Quality shall coordinate quality surveillance assessments and provide direction to site Quality Control (QC) inspection personnel.

Monitors and verifies the key elements of the Flawless Execution to ensure a robust completion of the work and turnover.

A thorough knowledge of codes and standards in relation to site construction and working within a structured Quality Management System

Experienced in facilitating & coordinating efforts to resolve interfaces issues

Experience with conducting audits & assessing process-driven quality systems

15 years’ experience associated with Quality Control & coordination of quality activities within the Oil & Gas Construction Industry.

Preferred: Associates Engineering or Engineering degree in Structural, Mechanical, Materials or Science.

Key Responsibilities

• Competently deliver any technical project control requirements on planning, programming, commercial, risk and delivery matters

• Arrange planning workshops / meetings to discuss and assist Contractors / Consultants to close their planning / project control issues

• Challenge any claims and EOT requests

• Assist with developing draft Monitoring and Reporting System for management and Engineer review

• Assist with all programme control aspects for the Consultant for the monthly reports to the Engineer

• Monitor and report on design performance to design programme and cost liaise with Engineer to allow Design Project and Design Programmes to be incorporated into the Project and Programme Master Programmes

• Coordinate the resolution of variance reports relating to scheduling and cost reporting.

• Provide guidance and advice to the management team on planning issues

• Making recommendations for possible acceleration

• Develop the document control system and communication flow for the project

• Prepare risk assessment and mitigation plans.

• Provide support to the Project Controls Manager where required on project control matters

• Provide regular progress reports

Profile

Competencies :

• Minimum of 8 years post graduate experience with experience in major infrastructure projects or programmes; preference will be given to roads, aviation, structures or rail related experience

• Demonstrable track record in the delivery of large multidisciplinary projects

• In-depth knowledge of project controls procedures

• Demonstrated ability to multi-task effectively

• Team oriented and flexible to suit a fluid design process being developed on a restricted schedule

• Current and detailed knowledge of various scheduling, cost, collaboration and other IT applications (Microsoft Word, Excel. Access, Project and Primavera P6)

• Technically proficient in all aspects of project controls such as planning, analysis and managing process and commercial considerations

• Effective in building good working relationships within complex structures, both internally and with various project stakeholders

Qualifications & Criteria :

Mandatory Requirements

• University degree from a recognized university in an appropriate field such as Quantity Surveying, Commercial Management or Construction Management or equivalent

• Excellent communication skills in English, written and spoken

• Driver’s License

Desirable requirements :

• Professionally qualified in PMP or equivalent is preferable

• Master’s degree in a relevant field

• Arabic language skills

About the role:

We are recruiting for Service Quality and Safety Officer for Ground Services to be based in Doha, Qatar.

The successful applicant will assist the Contingency Planning and Service Quality Manager. You will manage the Hub Operations Support Model through delivery of Quality assurance program that provides oversight capability and a regular quality audition schedule. Implements departmental strategic quality and safety plans. These plans should be based on risk management principles and dialogue with line management and safety forums to determine goals and objectives
Implements company and risk assessment principles in examining roles, activities, resources and equipment. Risk assessment and hazard identification processes across the Hub in order to determine appropriate and effective risk control strategies.
Implements Qatar Airways Hub Safety Management System in ground operations, eliminating workplace incidents and injuries, embedding a safety culture, and meeting compliance and business requirements.
Provide advice and assistance to line managers and staff to ensure compliance with requirements of legislation, standards, codes of practice and internal policies and procedures.
Responsible for an effective audit and quality control program and periodic oversight and observations to check ongoing compliance within Qatar Airways Hub and its suppliers of ground handling service. This includes audits, safety systems audits and functional audits.
Conduct investigations and identification of appropriate outcomes.
Undertake required performance measurement and trend monitoring to deliver timely and accurate communication of departmental safety performance data.
Ensure legislative requirements regarding hazardous substances and emergency preparedness are met and ensure that the provision, storage and maintenance of plant, equipment, substances and systems of work are safe and do not risk employee well-being.
Update, maintenance, input and interrogation of relevant system reports and entries on behalf of the department.
Responsible for regular reporting and analysis of trends in ground safety.
Complete weekly and monthly incident reports and ensure suitable communication at all levels.
Act as the main Liaison with relevant management and internal/external departments on quality and compliance issues
