MISSION

4 weeks Bid support for a major PMO bid to a Saudi client for a city development project in KSA.

YOUR RESPONSIBILITIES

Technical support to our sales team during preparation of the bid.
Development of PMO Organisation chart.
Identification of the list of personnel required for the PMO Team.
Development of Job Descriptions for floating onto the market to seek suitable candidates to include in the bid.
Review and selection of personnel based on submitted CVs.
Preparation of Methodology and Execution Statement to include in the bid.
Preparation of Qualifications and Clarifications.

Qualifications

20 years experience in the Infrastructure sector.
5 years of experience in bidding and executing PMOs.
KSA / GCC experience will be preferred.
An understanding of the PMO consultants role on a project and how to sell this to certain types of client.
Strong personality & ability to get your opinions across.
Experience with PMCs, EPCs and International Engineering Consultants for execution of projects.
Able to communicate fluently in English.

This is a freelance assignment for a period of 4 weeks. The bid is being prepared from our Dubai office and presence at the Dubai office during the bid process is not mandatory but would be an advantage.

About the Role

The Auditor will be responsible for carrying out audits as per the Approved Annual Audit Plan, and will conduct special reviews, assignments, and investigations across GEMS Schools and School Support Center (Head Office). Working within the remit of the Group Internal Audit and providing professional audit service to highlight areas of risk and control gaps/deficiencies, and provide solutions to mitigate identified risk. The job may entail a certain level of travel, both within and outside of the UAE.

Key Accountabilities:

Carry out audits as per the Approved IA Plan covering all GEMS operational areas within budgeted project time. This includes full-scope audits, special reviews & investigations, limited scope reviews, and Health & Safety reviews.
Examine and report on existing controls, systems & procedures to assess whether corporate resources and assets are properly utilised and safeguarded, including reporting on all inefficient operations and related processes. To assess and report ineffective internal controls and/or control gaps, including accounting procedures, and suggest alternate procedures for better efficiency and control.
To review the existing processes to ascertain whether the desired results are obtained and whether they are consistent with established objectives and policies
Monitor and report on corrective action being taken by management on prior recommendations.
To identify areas of cost control and cost-effectiveness, by identifying:
- Unfavourable variance compared to budget, prior period benchmarks, or expected results.
- Unproductive expenses.
- Unauthorized methods used and consequent loss.

Review risk registers prepared by various departments and ensure they are updated with the most recent risks and controls and communicate changes to the line manager to assess the impact on the audit plan.
Summarize and discuss key observations and audit issues with management personnel and prepare and present the report(s) to the line Manager/HOD.
Provide reasonable assurance on all financial, accounting, operational and administrative aspects relating to GEMS Operations and other service entities.
Review working papers produced by junior team members (if applicable).
Timely completion of audit working papers and prepare complete audit files that would support audit reports findings and reports.
Carry out Special audits/Investigations as and when instructed.
May at times be requested to lead certain assignments as requested by Audit Management personnel.

Expected Qualifications:

Degree in Commerce, Business Administration, Finance, or accounting, followed by an International professional audit qualification such as CIA, CPA, ACCA, or CA. Alternatively, demonstrate that the candidate is working towards a relevant professional qualification.

Expected Experience:

6-8 years of experience in Audit, preferably in Internal Audit, Big 4 experience is a plus.

Job-Specific Knowledge & Skills:

Very good communication skills in English, both verbal and written.
Familiarity with professional standards published by the Institute of Internal Auditors (IIA).
Ability to draft audit reports independently.

Job Purpose:
An International Oil & Gas Company is currently seeking an experienced Estimation & Bidding Manager.

The ideal candidate will have a minimum of 8 years of estimation and bidding experience and minimum of 3 years within the Oil & Gas Sector, and will be responsible for directing company-wide estimating & tendering and all associated activities related to tender preparation and submittal.

The role will be based out of Khobar, this ideal incumbent will be responsible to lead, manage and coordinate all aspect of bid management for the organization.
This role will drive and coordinate estimation and bid preparation, submission, clarification, and manage all resources to achieve a successful outcome to contract award and operational handover.

Responsibilities:

Leads and manages cost estimation for the group company and all its subsidiaries and JV companies.
Study, analyze and evaluate tender documents from a technical point of view to identify risk factors, ensuring that technical terms comply with the relevant standards for the overall risk assessment and bid decision.
Solicit and follow-up with the bid formulation strategy during the tender preparation for method optimizing to reach cost efficiency.
Review and finalize project cost estimates as prepared by the in house business development team and partner ecosystem in terms of the required material as per bill of quantities, amount of work, material/ equipment/ and manpower requirements during the tendering phase.
Evaluating subcontractor and vendor proposals both from a technical and commercial perspective.
Review final estimate packages for accuracy and completeness prior to formal quote.
Liaise with the supply chain department to negotiate with approved vendors / suppliers and subcontractors for various supplies / material as per project (pre/post tender).
Finalize estimation of all direct and indirect costs and consolidates tender documents for management review and approval.
Provide all the necessary project information on margin analysis as well as contingent liabilities on the tender document to the management team in weekly meetings along with contractual rights, remedies which has been taken into consideration during tendering.
Participate in pre-bid job ex meetings and corporate/client presentation meetings as required.
Ensure historical data is documented and archived on each quoted project.

Requirements:
For the role of Estimation & Bid Manager, the ideal candidate must have the following:

Bachelors/ Master’s degree in business or related fields.
Must have at least 8 years of experience in estimation of bidding & tendering.
Experience within the Oil & Gas, Energy or Petrochem industry.
SAP Ariba Experience a must.
Comprehensive knowledge of international cost management standards e.g. CSI Master Format, BCIS, GIFA.
