Planner/Planning Engineer, Faithful+Gould, Doha, Qatar

 Faithful+Gould are looking for a Planner in Qatar.

Key tasks & Responsibilities:

  • Ability to develop initial baseline schedules with little project information. This requires previous experience is hospitality / mix use development projects.

  • Assist in the preparation and management of overview and strategic programmes, including design, procurement and construction schedules together with supporting information required schedules

  • Include all project stages from initiations to completion in the baseline and identify stage gates accordingly.

  • Coordinate and manage the preparation and development of master planning, engineering, procurement, and construction schedules together with associated information required schedules

  • Establish and agree project reporting procedures, prepare and present monthly project progress. Develop project and programme dashboard templates to be used across the programme by designer and contractors.

  • Review the schedules and related documents from the designers and contractors including monthly reports and analyse the content to ensure compliance with project objectives

  • Review schedule trends to identify problem areas and recommend corrective action to management.  Monitor actual progress against planned progress

  • Monitor engineering design progress, material and equipment procurement and construction and commissioning status

  • Prepare progress monitoring tools using earned value for the management and monitoring of the above mentioned schedules.  Monitor progress both on and off site.  Identify deviations (progress trends) in both construction and procurement progress and suggest possible courses of corrective action

  • Working closely with the Project Controls Manager and Project Team to ensure that the ‘programme’ is feasible, complies with the Project Master Plan and contractual documents

  • Interface on a daily basis with the designers, PMCs, main contractor sub contractors and internal management.

  • Carry out studies into scheduling, manpower, cash flow, and material flow as needed

  • Attend offsite meetings as requested by the client

  • Review schedules for slippage of key dates

  • Assist in the defence / approval of any claim for time extension or major change to the schedule

  • Other duties as requested from time to time

  • Ensuring that each Planning Engineer runs his or her section to the highest professional standards, that all information is current, and that every member of the team is receiving the information he or she needs to fulfil their responsibilities.

  • Establish and maintain consistent and adequate administration procedures, in their field.  These procedures will be followed across the project by the respective planners working under the Construction Managers.

  • Participate with the project management team, as directed by the Project Director, to achieve project deliverables.

  • Involve key stakeholder requirements and approvals in the baseline

  • Issue high-level schedule weekly updates

  • Identify and report main issues interfering with progress

  • Identify and report on measures for improving schedule performance

  • Establish Scheduling, reporting procedures, tools, templates, instruction, etc. to standardise the work across the programme.

  • Monitor the timing of submittals against schedule requirements

  • Develop and monitor programme KPIs

Skills & Experience required

  • Arabic speaking and writing an advantage

  • Degree qualified with professional certifications (QS/Commercial) with RICS

  • Generally you will have 10 years total experience and have a track record of working on large projects in Qatar.

  • Preferably based in Qatar

Job Description

Role:

  • Shall be responsible and accountable for the implementation and management of occupational health and hygiene management systems in full compliance with the Contract requirements.
  • Shall report directly to the HSE Manager.

Principal Accountabilities:

  • Implement sustainable management systems to manage occupational health & hygiene hazards.
  • Implement the Minimum Health Management Standards in full compliance with this Contract including: Undertaking Health Risk Assessments for new projects and existing job types, Human Factors Engineering reviews for new projects, implement Fitness to Work Standards and health surveillance programs.
  • Report on occupational health performance.
  • Focal Point for Managing Radiation (NORM and Sub-Contractors such as NDT).
  • Develop and undertake monitoring programs to verify exposures are below occupational exposure limits for chemical and physical hazards.
  • Report and recommend on medical risks that may affect worker productivity aiming to assist personnel improve their wellbeing and avoid absenteeism.
  • Ensure employees are aware, trained and equipped to carry out their work safely and equipment is designed, operated and maintained throughout its life so as to minimize health exposures.
  • Conduct workplace assessments, incident investigations and audits to identify, evaluate and control risk (chemical, physical, noise, biological, ergonomics, etc.) in compliance with the Company Standards and OHS management system.
  • Keep abreast of new developments and health issues that may be potential risks.
  • Communicate health hazards and risks appropriately in order to prevent incidences and encourage precautionary action.

Requirements

Qualification:

  • BSc of Science or Engineering and MSc/ Diploma in Industrial Hygiene and membership with an internationally accepted applicable professional institute.
  • Previous experience in the oil and gas industry will be desirable.
  • Certified Industrial Hygienists (CIH) or Registered Occupational Hygienist (ROH) or equivalent.
Experience:
  • Minimum of 10 years in related experience.
General::

  • Protect the workforce health and well-being at all levels in all areas, from health/hygiene hazards that can result from chemical, biological, ergonomic or physical factors in the work environment.
  • Management and effective implementation of Occupational Health and Hygiene programs in full compliance with the Contract requirements.

POSITION DESCRIPTION:
Primarily responsible for coordination and management of accounting operations, including the monthly closing process and monthly reconciliation activities. Reports directly to the Assistant controller for overall management and direction.

Critical Duties:

  • Establish and monitor the monthly closing process
  • Responsible for timely account reconciliations
  • Responsible for accuracy of all balance sheet accounts, including HQ bank accounts
  • Timely preparation of AMIDEAST tax filings, registrations and required reporting
  • Assist with annual audits and prepare and review supporting documentation
  • Develop, implement and document processes
  • Responsible for Cost Point management including linking Orgs and GL Accounts


RESPONSIBILITIES:

  • Responsible for general ledger activities related to monthly closing entries
  • Maintain general ledger reconciliations to ensure accurate reporting and ledger maintenance
  • Analyze and prepare monthly journal entries for recurring expenses, accruals and deferrals, investment activity, allocated expenses, and/or other adjusting entries ensuring accuracy of methodology and accounting
  • Monitor all balance sheet accounts including monthly reconciliations
  • Maintain the fixed asset/depreciation/amortization worksheets
  • Reconcile general ledger accounts on a monthly basis including fixed assets, prepaid expenses, accounts receivable, accounts payable, payroll liabilities, leave balances, benefits allocation, FICA reclass, and customer service
  • HQ bank reconciliations
  • Daily banking entries
  • Analyze financial statements
  • Reconcile contributions on a regular basis to ensure all contributions received have been recorded properly
  • Prepare and process monthly student taxes
  • Link accounts and orgs in Deltek Costpoint
  • Payroll back-up
  • Reporting Foreign Bank (FBAR) annually
  • Maintain documented accounting procedures and internal controls
  • Help in the preparations of AR invoices and the monthly and quarterly financial reporting relating to US Government contracts
  • Assist in project setup as needed using Deltek Costpoint
  • Automate and streamline processes to enhance accuracy of data while minimizing manual efforts
  • Develop process documentation for all processes
  • Ensure consistency and accuracy in revenue recognition methodologies
  • Perform monthly and year-end audit reconciliations
  • Assist with annual audits, prepare and review supporting documentation
  • Other duties as assigned


QUALIFICATIONS AND SKILLS:

  • Bachelor’s Degree in Accounting and a minimum of 4 years in GL Accounting, or equivalent
  • 3-5 years professional finance/accounting experience; Nonprofit and Government contractor experience preferred
  • 3 years’ experience using Deltek CostPoint software or other accounting software, preferred
  • In-depth understanding of Generally Accepted Accounting Principles and OMB Uniform Guidance (and associated Accounting Standards and requirements for non-profit organizations, government contracts and indirect rates)
  • Familiar with Government reporting requirements, USAID and Department of State preferred.
  • Process-oriented, with experience in documenting processes and procedures
  • Excellent Computer skills, proficiency in MS Excel applications, and strong experience with Deltek Costpoint and Enterprise Reporting (CER) or similar reporting system
  • Strong oral and written communication skills
  • Good analytical skills.
  • Demonstrate world class cultural attributes and behaviors in all interactions with country directors, project managers, department heads, and senior staff.
