Senior Associate -Asset Management, Aldar, Abu Dhabi, UAE

 JOB PURPOSE

·Assist in end-to-end tendering process and contract administration 
·Support post award contract administration
·Support supplier management process
 

ROLES AND RESPONSIBILITIES

Tendering Process

·Support in the implementation of tendering strategies for supply of goods and provision of services (Corporate & Asset Management; Non-Project related).
·Perform prequalification's in line with relevant standards and P&P’s and ensure process abides by defined guidelines
·Drive  Suppliers registration to completion and identify Bidders’ shortlist for consultants and suppliers as suggested by Supplier Management Team and End User.
·Provide support  in the RFP development received from End Users, prepare & send “Expression of Interest” to short-listed bidders and float the tenders & RFP
·Support the End User on technical negotiations with Bidders
·Perform commercial evaluation of bids, liaise and seek assistance from Cost Estimation to evaluate quotations
·Perform commercial negotiations of complex Tenders with Suppliers
·Ensure tendering process abide by the relevant authorities’ guidelines and standards
·Ensure good relationship with suppliers and build and maintain relationship with key Suppliers
·Support and fulfil Delegation of Authorities and Tender Committees requirements.
·Finalize agreement with selected Bidder(s) based on agreed terms and conditions

Contract Administration

·Liaise with End Users in providing advice and guidance on all contractual and commercial issues and management of Service Providers.
·Assist End user in technical negotiation and perform commercial negotiaton of any variations, extension of time, claims and dispute resolution.
·Review and process  variation orders and payment certificates
·Actively participating in any Contractor’s termination, suspension or disputes process;
·Assume all tasks and responsibilities as directed by the Line Manager.

KEY RESULT AREAS

•Annual procurement cost savings vs initial lowest competitive Bid (Total cost savings per year)

•# of complaints/ negative feedback on suppliers

•Project Procurement cycle time (Time between request submission and signing of contract)

 

Qualifications

RELATED YEARS OF EXPERIENCE

Min of 10 + of experience in real estate corporate and post development asset management procurement in GCC & adjacent markets with Engineering & asset management firms

Job Description

Job Title: Project Planner II

Reports To: Manager Project Controls

Position Summary

Responsible for developing, monitoring, managing and reporting integrated project schedules for Global Projects and primary accountability of project metrics reporting.  Cross functional teaming to ensure accurate and up to date schedules, progress assessment, look-ahead and project status.  Assist the Project Manager or Project Director to ensure projects are delivered on schedule and at budget.  Develop and maintain overall EPCC project schedule in appropriate project management software with the Project Management Team.  Oversee the maintenance of multiple project plans and coordinate integrated reports.  Works with proposal group to prepare schedules for project proposals.  Participant in the project risk management process.

Essential Duties & Responsibilities

  • Work in multi-project manufacturing environment adhering and complying with company and department project policies and procedures.
  • Actively manages and maintains the project plan for multiple, simultaneous projects using project management software P6 and /or Microsoft Project.
  • Develops project schedules, maintains baselines and generate project status reports on a regular basis for the project team. Ensures and maintains Integrated Baseline Review (IBR), approvals and Change Management Plans.
  • Create and prepare logical Work Breakdown Structure (WBS) while leading project team planning sessions related to structure and activities sequencing. Determine the critical paths required to meet the overall project completion date, modify critical paths based on prevailing conditions, and consult with project team members to develop workarounds to overcome obstacles.
  • Monitors the status of programs/projects as related to project status ensuring that baseline schedule milestones are achieved. Identifies slippages, and reasons and communicates them effectively to Senior Management. Continuously develops scenario analysis and recovery plans in case of slippage to meet the target completion date, using Critical Path Method (CPM) and other techniques. Contributes and maintains the execution of recovery action plans.
  • Collects and analyzes data on project progress in an effort to improve the accuracy of future planning.
  • Reviews contract specifications, works with PM to identify risks or gaps in the Project Plan
  • Active member in a cross-functional team, internal and external to Engineering and manufacturing; resolving issues; establishing and communicating project/program schedules, objective priorities, and targets.
  • Provides high level, consolidated reports on project established metrics using Earned Value (EV) analysis (i.e. schedule/cost variance), progress report, resource allocation analysis, etc. on a regular basis.
  • Supports PM on maintaining project management documentation (Project Management Plan (PMP), Risk Management Plan (RMP), Scope of Works (SOW), WBS Dictionary, Responsibility Assignment Matrix etc.
  • Provides site staff with necessary schedules (look-ahead plans, schedule updates, what-if analysis, etc.)
  • Contributes to team efforts by accomplishing related results in a cooperative and supportive manner.
  • Works autonomously with limited supervision.

 

Required Education

  • Bachelor's degree from a four-year accredited college or university or equivalent experience.

Required Experience & Skills

  • Minimum 10 years’ experience in related position(s).

 

 

 

Preferred Experience & Skills

  • Experience with gas compression and production equipment.
  • Experience in Risk Management
  • Fluent knowledge of a second language in addition to English
  • Basic knowledge of manufacturing, construction and installation sequence.
  • Proficient in current planning software – Primavera and MS Project.
  • Proficient in Microsoft Word and Excel.
  • Knowledge and application of EVMS methodology

Preferred Training & Certifications

  • PMP or PSP Certification

Physical Demands

May require employee to rarely climb stairs or ladders if visiting a worksite to inspect / verify equipment and must be able to maintain balance on stairs or ladders without assistance.

Must be able to communicate and respond to coworkers, customers, vendors, suppliers and emergency cues/alarms, in person and on the telephone, including use of mobile devices

Must be able to rarely lift at least #5 pounds

May require eventual work in outdoor conditions, including extreme heat, extreme cold, unairconditioned facility, snow, sandstorms, sun exposure, high elevation, tropic weather, etc.

May require work on loud environment

Must wear all required PPE, including fire-retardant clothing, helmets, face shields, hearing protection, safety goggles, steel-toed boots, as applicable.

Synopsis

Effectively communicates with a variety of technical and managerial professionals experienced in Crew Resources and operation of complex crewing systems that support airline operations. Bring specific experience in various aspects of Crew Resources supply chain including those elements associated with Crew Pairings Optimization, Crew Roster Optimization, Crew tracking technologies.

Accountabilities

  • Lead and influence a project team of multiple disciplines including external stakeholders, iteratively prioritize tasks according to importance & understand task-dependencies to meet project objectives.
  • Develop & constantly update a robust project plan to ensure on-time, to-budget and to-specification project delivery.
  • Project Budget development control ensuring periodical reporting on project status and financials to senior management.

  • Ability to manage well under-pressure and address project risks within protocol with the purpose of mitigating potential impact to cost, time and scope.

  • Establish and maintain client and contractor relationship.

  • Manage operations system such as AIMS / Jepp Crew Rostering/ IBS Iflight Neo.

  • Implement new system features and maintain control over changes applied across all supported systems to ensure that the systems interface with each other seamlessly.

  • Collaborate with EY T&I to implement upgrades as per agreed timelines to ensure that systems environment and their components are configured and working correctly.

Education & Experience

  • Must hold a minimum of a Bachelor’s degree. PMP/AGILE PM/ Lean Six Sigma or related Project Management qualifications are preferred.
  • Minimum 5 years airline experience within Crew Resources or other Airline Operational streams.  Minimum 3 years project managing the implementation of Crewing or airline operation projects.
