JOB PURPOSE:


Manages and directs the activities of a team of disciplined staff covering Project Construction/Demolition Safety, Construction HSE Risk Management, and implementation of HSEMS by project contractors and ensure project HSE reviews conducted during the construction phase and provides assurance that all ADNOC HSE requirements are addressed and implemented.


KEY ACCOUNTABILITIES:


Job Specific Accountabilities

Ensures that the ADNOC Onshore Projects & Construction teams and Project construction contractors are complying and are effectively implemented the best safety practices at project sites in accordance with applicable UAE statutes and international standards, ADNOC Onshore HSE standards, policies & procedures through all phases of project execution to Operations.

Ensures the HSE requirements are incorporated in the contracts scope of work and technical bids are evaluated to qualify the contractors on HSE aspects.

Ensures adequate site P&C HSE personnel and other associated resources are available at project sites at all times including staff competencies and minimum manpower availability to support P&C activities in the fields.

Manages and directs contractors’ site HSE managers to ensure alignment with the overall direction and priorities of the ADNOC HSE programs and identify opportunities for continuous improvement. Manages Project contractor HSE performance, identify issues, develop new initiatives and drive overall HSE outcome at sites.

Ensures lessons learned from incidents and best HSE practices are captured and disseminate to site teams across all assets. Manages and ensures proper documentation of the learnings from incidents into ADNOC Onshore safety alert template together with Corporate HSE to ensure that lessons learned from incidents are shared.

Compiles and presents the overall projects contractor performance to the Senior Management.

Manages and leads the incidents investigations related to the Construction activities in the fields/terminals. Ensures systematic implementation of the findings for prompt incident notification, reporting, investigation and tracking of corrective actions by line management.

Manages and ensures regular inspection at project sites and other associated site facilities including contractor’s accommodations and observations are addressed. Oversee development and implementation of project emergency response procedures and conduct emergency drills as planned. Associate with all the initiatives and activities related to Leadership Commitment.

Ensures internal and external audits are well coordinated and required information is provided. Ensure Project HSE Reviews (PHSER IV, PHSER V & PHSER VII) are chaired and conducted for all the projects. Ensure all actions are closed within the scheduled time based on criticality.

 


QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

Bachelor Degree in an engineering discipline.

 

Minimum Experience & Knowledge & Skills

12 years of experience, including at least 8 years in HSE related experience within the construction side of the oil, gas or petrochemical industry.

5 years supervisory /managerial experience in Projects.

Hands on experience in strategic HSE, project management and policies.

 


Professional Certifications

NEBOSH IGC

Membership of a recognized international safety engineering association and safety engineering forum/organization.

JOB PURPOSE:


Provides legal advice and services to ADNOC and to the extent relevant, its subsidiaries/affiliates on existing operations and new projects/transactions, both domestically and internationally, with a particular focus on the F&I Directorate.  Ensures conformity with laws and regulations, drafts/reviews/amends legal opinions/agreements/documents and provides advice on safeguarding ADNOC’s interests.


 

KEY ACCOUNTABILITIES:


Provides legal counsel and advice to the F&I Directorate on operational, commercial, corporate and transactional matters as and when required/assigned, including joint ventures, investments, mergers, acquisitions, incorporations, dissolutions and liquidations.

Drafts, reviews, interprets and amends legal opinions, agreements, letters, memos, submissions and any other relevant documents related to the business, projects or transactions of the F&I Directorate.

Assists in review of claims in connection with the F&I Directorate’s business activities including through interpretation and advice on performance of signed contracts and prevailing legislation.

Assists the Associate General Counsel in oversight of the legal functions of the F&I Directorate group companies, particularly in development and implementation of common legal practices and joint strategies.

Provides functional guidance, as required, to assigned personnel within the Legal Division on complex issues. Support and encouragement to lesser experience legal personnel. Includes identifying training and development needs and organizing, in coordination with Training & Development Division in Human Capital Directorate, courses, seminars and orientation programs for legal and lay staff.

Attends internal ADNOC committees, as and when required, to assist the activities of the Upstream Directorate and to advice on legal risks, including conformity with laws and regulations.

Manages external legal counsel services, including review of external legal counsel work product, preparation of request for proposals and instructing external legal counsel

Coordinates with Corporate Governance Department on corporate governance matters related to F&I Directorate group companies

Coordinates with Compliance Department on compliance mattes related to the F&I Directorate and F&I Directorate group companies

Assists the Associate General Counsel in recruitment of lawyers for the F&I legal team - including review, vetting, interviewing, and screening candidates

Performs other similar duties as assigned by the F&I Associate General Counsel.



 QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

 


Minimum Qualification


Bachelor Degree in Law from a reputable university.

 


Minimum Experience & Knowledge & Skills


Years of post-qualification experience do not take into account additional years spent working as a trainee lawyer prior to formal qualification


Minimum 4 years of Post Qualification experience of transactional work experience in a reputable international law firm and/or in-house legal department, preferably within the oil and gas industry.

 


Professional Certifications


Must be a qualified lawyer in a civil and/or common law jurisdiction.
