POSITION OVERVIEW:

Develops, manages, and/or executes all estimating activities for one or more of the large, most complex and demanding projects. This level of Estimator draws upon extensive experience and exposure to various types of projects and clients. Estimating activities including, but not limited to, assigning estimate team leaders specific scope task in accordance with their best qualified skills and capabilities, utilizing performance measurement techniques to determine levels of deliverable performance, utilizing company estimating software and tools, writing estimate processes and procedures, estimate narratives, leading estimate project teams, and evaluating and conducting performance reviews for assigned staff. He/she is viewed as a fully qualified professional with solid experience and strong management expertise.


SPECIFIC RESPONSIBILITIES:


Acts as the team leader for all estimating task and staff assigned to a contract(s). Ensures that all estimate team members are tasked correctly according to their skill specialty and strongest area of expertise, that all team members apply company estimating practices, techniques, processes and procedures, and apply company policies and assigned project/program practices and procedures. Responsible for leading Principal Estimators, Senior Estimators, Estimators, and Associate Estimators. The Chief Estimator is the estimating team member’s assignment manager and may be staff member’s functional manager. Ensures that the tasked estimating deliverables meet quality control and quality assurance procedures, best in class estimates for projects and programs assigned.


Provides management, guidance, and direction, to all estimate team staff assigned to the project/program.


Works directly with project/program management in the management of all project/program estimating staff, manages all estimate deliverables, interviews and approves all project/program estimating staff, establishes minimal estimating staff requirements, presents all estimate deliverables to project/program management and Client staff on behalf of the project/program.


Leads all project/program estimate scope requirements and is completely responsible for all project/program estimated probable costs for contracted services. Utilizes knowledge in resources skill sets and durations required to prepare and deliver tasked assignments, and responsible to deliver all estimating products in a timely manner.


Oversees, organizes, and manages training and guidance to Principal Estimators, Senior Estimators and Estimators in the preparation, and production of cost estimates using the required company and/or project/program software, estimating tools and equipment.


Acts as principal interface with the project/program Engineering Department or other resources. Oversees the preparation and delivery of all estimating products, and manages all estimating staff.


Reviews contractual documents and contract modifications to determine reasonableness of estimated probable cost and verifies that all risk and contingencies have been appropriately applied. Quantifies the impacts to contract cost as a matter of contractual commercial terms and conditions of a contract.


Performs other responsibilities associated with this position as may be appropriate.

EDUCATION/EXPERIENCE:


Bachelor's Degree in Engineering or Construction Management or related field (or equivalent work experience) is required and typically 15+ years of related work experience, as well as some experience in a leadership capacity. Advanced degree in management or related field is preferred. Previous experience using estimating database supported software.


SKILLS/COMPETENCIES:


Ability to manage an estimating team that would be required to perform difficult and complex estimating task deliverables typical to the engineering and construction industry projects and programs is required. In addition, excellent written and verbal communication skills, a thorough knowledge of company and project procedures and practices, and a familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required. Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications. Must have the ability to administer resource directives and evaluate estimating staff. Must have the ability to develop strong team participation.

Job Requirements: 


– Review the Electrical drawings, reports, specification submitted by the Design Consultants at each stage of the Design to ensure completeness, correctness, compliance with the scope of work and agreements requirements.


– Review the Design Consultant/Contractor(s) submittals, collate comments and ensure comments are incorporated.


– Represent the Client in attending Technical meetings with the Design Consultant and other Sub-Consultants, Contractor(s).


– Coordinate with Project Document Controller and PMC QA/QC Eng. to ensure that all documents related to his discipline are appropriately controlled.


– Review the alternatives to the Design concept submitted by the Design Consultant and Contractors, prepare and submit a report including recommendations to the MEP Director highlighting, advantages and disadvantages of each alternative. 


– Review the materials proposed by the Design Consultant/Contractor(s) and propose an alternative to improve the quality, Ensure maintenance, safety and cost-effectiveness.


– Review Tender Documents to ensure completeness before issuing to Bidders.


– Assesses the combination of professions and skills that are required for a specific project. In addition to identifying, recommending, and retaining Architects, Designers, Engineers, and specialist contractors.


– Assist in the coordination of zoning matters with appropriate consultants, legal and governmental bodies and internal resources.


– Assists the Owner in identifying and adding specialty consultants and vendors to the project team when needed.


– Assist and coordinate with the “MEP Construction Manager Theme Park – Parks and Attractions” for the close coordination of design and installation of external MEP infrastructure works for the theme park. 


– Ensures all plans and required submittals are processed with the appropriate government body and follows through to obtain approvals as required. Track progress of these submittals to receipt of required approvals.


– Coordinates, schedules and attends architectural design/schedule matters and follows through to ensure required action is done as required.


– Responsible for project timescales and commercial budgets are updated and issued to key internal stakeholders.


– Assists in the interviewing and selection of external specialist consultants and vendors. 


– Evaluate and recommend specialist consultants and vendors for theme park.


– Monitor and coordinate the work effort of all project architects, engineers and consultants to ensure their scope of work is in conformance with the project budget, schedule and development guidelines and specifications.


– Coordinate drawing submittals with all internal stakeholders where required.


– Oversee the day-to-day matters of the project, ensuring that high standards of quality assurance and quality control are maintained throughout design and construction of the Theme Park, and that all matters are handled in a prompt and professional manner.


– Ensure Health and Safety regulations are adhered to and the required health and safety inspections are carried out to keep the development and workplace a safe environment for all.


– Preparation of the technical proposals to cover the Scope of Work and deliverables for a complete design and construction for the mechanical design and construction packages. 


– Leading and assisting the Design department and draftsmen to prepare and develop the required design drawings, schedules and calculations starting from the concept report to the detailed Tender design and issued for construction drawings.


– Close Coordination with all other design disciplines to ensure the right and sufficient provision of Spatial arrangement and MEP infrastructure for all electrical systems site wide. 


– Preparation of the project specifications in line with the international standards, local authority’s regulations, and client guidelines.


– Coordinating and Incorporating the Operator and End user requirement in the Project design and Specifications.


– Preparation and assistance of Tender Technical Documents including Contractor RFP and Bill of Quantities.


– Conducting the Technical Evaluation for the MEP tender documents to nominate the optimum and compliant technical solutions to protect the client interest.


– Responding to Contractors tender queries and RFIs.


– Setting the technical Criteria for potential value Engineering to get a cost-effective solution and meet the Client budget.


– Reviewing the Contractors proposed technical materials submittals, construction shop drawings, Installation, Testing, commissioning method statements, as built drawings, operation and maintenance manuals.


– Inspecting the systems installations and executed work at the sites.


– Witnessing the Systems Testing and commissioning activities.


– Liaising with Local Authorities to obtain their approvals and NOC to facilitate BCC.


– Raising the snags list to the contractors and following the de-snagging Work at site.


– Driving the Client training and project handing over process to the client operation team.


– Working Experience in Aconex Document Management System.


Qualifications:

Bachelor's degree in Electrical Engineering (or related field)

10+ years of related work experience, including supervisory/managerial experience

Professional Engineer registration with active membership in a professional engineering society may be required

Proven ability to perform in a supervisory/managerial capacity


Excellent written and oral communications skills

Thorough knowledge of industry practices and regulations are required

Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific engineering software for use in completing engineering assignments.
