Job Description

The candidate will be responsible to audit Construction Practice in projects, which include structures to assess compliance of construction plans and quality plans with the policies, processes, and procedures in accordance with the Quality Management System based on ISO 9001, Qatar Construction Specifications, Project Specifications and Ashghal Requirements. Audit programs includes Quality Management system as well as Construction Practice audits, in addition to inspection of materials sources and plants.

Key Responsibilities:
•Audit Quality Construction Practice for PWA Building Projects and projects, which include structures for all programmes/ departments in alignment to the quality standards.
•Suggest improvements to the policies, processes, and procedures for all Project Quality Control activities across the business based on ISO 9001.
•Provide support to the business in all matters pertaining to quality on a project or an internalprogrammes/ projects/department and provide training for junior engineers.
•Prepare regular monitoring reports that the Quality Management System is beinging implemented on projects and ensure its alignment to the quality standards.
•Develop, monitor, and evaluate the policies, processes, and procedures for assessing Project Quality Control activities compliance across PWA based on ISO 9001.
•Provide support to the business in all matters pertaining to quality evaluation on a project or an internal programmes/projects/department, provide advice on the different Quality matters,especially on major incidents or changes in government regulations.
•Assist in the development of a Quality Management System to be implemented across all programmes / projects/ departments in consultation with the Planning & Quality Department and in alignment to the quality standards.

 

•Assist in the development of an audit plan to verify compliance with established Quality policies and procedures for the central audit team, and report on instances of non-conformance, as necessary.
•Continuously evaluate and monitor the implementation of Quality Management System across all programmes/ projects/ departments in consultation with the Project Quality Team,in collaboration with an Information Systems department and in alignment to the qualitystandards
•Keep up to date with all relevant legislation, regulations and by-laws to ensure the PWA carefully compliant in project quality control area.
•Keep current with latest market trends and developments and stay abreast with current trends and leading practices in Quality.
•Liaise with the seconded resources at the level of the Business to ensure compliance of the project controls.
•Review of the project controls that are appropriate for their respective projects.
•Monitor and manage the performance and compliance of all PWA programs/ projects/functions, contractors/ subcontractors, and PMCs/ MCs, ensuring all Quality policies,processes, procedures, and standards are adhered to, and in coordination with the seconded resources and project /service delivery teams.
•Review a risk mitigation plan and establish tools to deal with the risks (for Project Quality).
•Review the standards for the Quality of the finished products.
•Review the standards and criteria for measuring the performance of the Contractors and/orConsultants working on a project.
•Review and approve construction’s specifications, as well as relevant improvements for them
•Analyze reports and make recommendations accordingly to the Head of the Quality Section.

 

 

Skills

•MSc in Civil Eng. / Architecture / Electro-mechanical
•Charted Engineer

•Should have minimum 20 years demonstrable postgraduate experience
•Minimum 15 years directly related experience
•Preferably, have minimum 05 years’ experience in the gulf region.

Summary

Performs a variety of industrial engineering tasks in planning and overseeing utilization of Hospital facilities and personnel. Assists in studies aimed at improving Hospital efficiency and Productivity.
Essential Responsibilities and Duties

1. Participates in studies, analysis and evaluation of Hospital staffing, methods, operations, systems and procedures.

2. Assists in the development of recommendations relative to the improvement and installation of integrated systems of staff, material, information, space, equipment and energy.

3. Assists in studies, analysis and evaluation of recommendations relative to the workforce planning.

4. Assists in work analysis and measurement studies, time and motion studies, work methods analysis, and/or productivity and utilization measurements in Hospital departments.

5. Assists in identifying, defining, and reviewing departments' measures of performance and output, and maintains an activity monitoring system for departments.

6. Provides assistance and advice in the development and design of new work methods, systems, and procedures.

7. Analyses existing and new operations and departmental units with regard to administrative organization, functional assignment of work, size and composition of work groups, and space and equipment allocations.

8. Consults with concerned Hospital staff as necessary; researches and gathers data; and prepares and submits reports as required.

9. Participates in the development of the Section's Internal Policies and/or Procedures.

10.Assistsin orienting new staff to the efficient and effective handling of sectionactivities and responsibilities.

11. Maintains knowledge on current trends in specialty and makes recommendations for improvement.

12. Coordinates duties/ activities and maintains an effective flow of information with Hospital departments.

13. Follows all hospital related policies and procedures.

14. Participates in self and other's education, training and development.

15. Performs other related duties, as assigned

Education

Master’s or Bachelor's Degree in Industrial Engineering, Engineering Management, or other related discipline is required.
Experience Required

- Grade 09:

One (1) year with Master’s or three (3) years with Bachelor’s Degree of professional Industrial Engineering experience, with experience in similar duties and functions of the job, in a hospital setting or a large organization is required.

- Grade 10:

Three (3) years with Master’s or five (5) years with Bachelor’s Degree of professional Industrial Engineering experience, with experience in similar duties and functions of the job, in a hospital setting or a large organization is required.

Position Description:
We are seeking a Process Engineer specialized in Refinery Hydrocracker & Diesel Hydrotreater to join the Domestic Refining & NGL Fractionation Technical Support Division (TSD).

The DR&NGLF TSD is a multi-disciplinary organization with interface to technical, and in some cases business, support requirements of Domestic Refining & NGL Fractionation Admin Area. Its function caters mainly to the technical needs of Admin Area Head, operating facilities management (4 refineries/2 NGL Fractionation plants), and drive the performances of operating facilities in executing corporate programs and initiatives towards operational excellence and value creation.
Minimum Requirements:
As the successful candidate you should hold a Bachelor’s Degree in chemical engineering. An advanced degree is preferred.

Minimum of 10 years refinery experience including; 4 years in Hydrocracker units and 2 in Hydrotreating units. Chevron Licensed Units are preferable.

Thorough knowledge in Catalyst Selection & Evaluation is required.
Duties & Responsibilities:
You are expected to perform the following:

Provide support services and troubleshoot any problems that arise with manufacturing.

Assist in improving the quality of products and reducing production costs.

Inspect and review operating activities and determine production schedules.

Perform optimization analysis, forecasts, economic reviews and evaluations on equipment / projects, operations and system operating strategies.

Perform supply and demand balances for Jazan Complex and conduct investigations to determine the root cause of specific issue in the plant.

Research ways to reduce production costs, develop production goals, and create schedules and plans for individual tasks.

Devising ways to improve systems while reducing costs, ensuring that work is completed within schedule, setting and meeting deadlines, and troubleshooting any problems with the equipment / process.
