Job Description:
Parsons is looking for an amazingly talented Construction Coordination Director to join our team in NEOM. Parsons is providing Project Management Consultancy (PMC) services for the development of NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

What You’ll Be Doing
Coordinate multiple Heads of Construction in their roles directing the package contractors and logistics plans to ensure all elements are delivered in harmony
Manage and oversee the day-to-day construction package management within the individuals’ remit.
Coordinate and drives the development of the PEP [from construction point of view] and its implementation plus ensuring Lessons Learned are properly documented and communicated through-out the life of the project including Project Close-out to the Construction Management Team.
Be accountable for the overall construction effort and be the senior construction representative for the area.
Responsible for the overall area construction budget
Oversee the planning, development and organisation of the construction package effort to formulate the most cost-effective plan to timely completion within budget and to implement the execution of that plan.
Ensure that all changes to specifications, work scope and drawings are documented
Define clear roles & responsibilities and deliverable requirements in terms of both scope and schedule to all the team members.
Review the overall man-hours and duration forecasts to completion for construction and man-hours, duration and manning forecast durations and resource requirements.
Monitor the overall construction package productivity and schedule performance and investigate reasons for less than satisfactory performance. Provide recommendations and implement measures for improvement by modification to operating procedures/work instructions.
Adhere to Safety Standards and promote safety culture across the Programme.
Coordinate the production of concise coherent and accurate weekly and monthly progress reports for the area.
Coordinate the production and maintenance of the Construction Package Management Risk Register, mitigation plans and opportunity portfolio.
Deputise for the Senior Delivery Director when required
What Required Skills You’ll Bring
Interface Management- ability to operate in fast paced and pressured environments, whilst being able to maintain clear decision making. Capable of working within a multi discipline team and across multiple interfaces.
Data Management- able to process schedule requirements, analyse multi-layered construction schedules and react to change. Able to be able to concisely report on progress and challenges.
Conflict Management - Reads situations quickly; good at focused listening; can find common ground and secure cooperation and constructive outcomes with minimum disruption.
Decision Quality - Gathering and synthesising information, identifying options and applying sound judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.
Clear Direction - Defining and prioritising objectives, analysing inputs, assessing and challenging data, defining strategies and supporting rationales.

What Desired Skills You’ll Bring
20-25 years of experience of large scale complex civil (buildings/highrise) infrastructure projects.
Experience as a Construction Director in a role comprising the construction package delivery models comprising multiple package contractors in a common working environment.
Proven experience in the delivery of complex design and build major projects preferably in the UAE or KSA
Proven construction delivery experience gained across a range of construction methodologies including MMC and high rise
Experienced in managing stakeholder relationships and have supply chain management experience
Track record of putting people to work safely and enhancing safety culture at every level
Degree level qualification in civil engineering, construction management, building science or the equivalent demonstrable experience communication skills are essential.
