Job Description
KEY ACCOUNTABILITIES & RESPONSABILITIES
Implement the Regional HSE system within the Regional Office
Monitor business unit HSE plans & budgets – provide feedback to the regional management
Provide support to the business units – in the form of site assistance visits, online meetings, written guides, other communication methods
Represent the MEA Region at internal, external events and meetings.
Review engagement programs, incident investigations, internal & external audits results & actions to ensure the appropriate action has been allocated to fully address the risk.
In line with MEA operations, engineering & IT team(s) identify and provide guidance to the business units on high-risk activities & processes to eliminate / reduce operational risk & injury.
Assist investigation(s) of fatalities, serious incidents; provide a written report to the Head of safety for further communication of findings throughout the MEA Region.
Liaise with internal departments & external providers to create, implement & review HSE programs, campaigns & training programs.
Carries out analysis of accident / incident statistics, identifying trends and suggesting improvement plans. Provides technical support to the head of safety on any safety related subjects
Specific Imperative Responsibilities: Improving Understanding:
Incident Management
Provides guidance on the incident management process
Training – liaise with training providers to ensure appropriate training is provided
Provide a solutions-based approach to incident risk & impact in the business in line with the regional team(s)
Cultural and behavioural
Implementation of cultural and behavioural change program(s) in the area of health, safety & environment to the business units.
Assist the HSE teams in the business units to facilitate improvements in the technical & soft skill sets in health, safety & environment.
Risk Management
Oversee workplace risk
Risk assessments
BCP, DRP, BIA assessments in line with the regional Operations team(s)
Risk Profile assessments in line with GHSE requirements
Support in the review of the regional Health & safety system(s)
Support the business units in aligning to all applicable ISO requirements
JOB CONTEXT
The HSE Regional Manager will assist in Driving Results with all MEA business units regarding health, safety & environment. Solution based change management; stakeholder engagement skills are required to ensure HSE continues to be embedded in all operations activities.
Working closely with Regional department(s) ensuring alignment in approach and implementation of risk reduction activities.
The HSE Regional Manager is proactive in identifying health, safety & environmental risk, providing business-based solutions to eliminate, mitigate, reduce risk within the Region.
HSE Regional Manager may be required to attend potential new sites and perform Due Diligence Audits to ensure the HSE viability of the sites and may be expected to form part of the new business. The person may be required as part of the site start up team ensuring all Group HSE requirements are met.
Regional HSE Manager may be required to provide support visits to the Business units by providing on the ground support & guidance, this may include projects, training, audits / assessments, & other activities required from time to time.
QUALIFICATIONS, EXPERIENCE AND SKILLS
Formal health, safety & environmental qualification, or appropriate qualification to Diploma / Degree level,
Minimum 10 years’ practical experience as a health, safety & environmental Regional Manager, 5 of which must be as a department head.
Minimum 5 years’ experience working in heavy industrial environments,
Proven experience in leading incident / accident investigations including fatalities,
Lead auditor qualifications in Environmental or Safety Management Systems
Proven facilitator of training programs
Experience in the development and management of corrective actions
Ability to develop strong working relationships at all levels within the organisation
Ability to recognise issues, analyse, formulate and implement appropriate solutions
Excellent influencing skills demonstrated through verbal and written communication
Excellent change management skills
Ability to negotiate & minimise conflict where required to ensure compliance to all health, safety & environmental requirements
The desire to learn, keeping up to date and adapt to a changing business environment impacting business practices, procedures and assessments.
Demonstrated ability to develop creative solutions to complex problems.
Ability to quickly switch from strategic to tactical issues between dozens of projects in the same day.
Embraced new technologies, processes to change work environment.
Open and embracing of change and change management
Positive attitude, passion for what is done and always provide an extra mile.
