Position Summary
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Responsibilities:
Supervises cost estimating, analysis, and control activities. Supports project organizational and administrative activities. Identifies cost trends for management attention. May review invoices for correct collection of revenue. Responsible for cost engineering, cost estimating, and cost analysis/control activities for small to medium size projects.
ESSENTIAL JOB DUTIES:
Provide and manage cost control by recording project cost and progress under Project Controls Supervisor direction. Assists in supervision of staff and acts as Project Controls Supervisor during delegations and/or absences.
Assists in preparing cost data for Expenditure and Cash Flow preparation and reconciliation. Set up and maintain tracking reports for submittal of Monthly Progress Invoices. Record inception to date expenditure and prepare the monthly progress report / Contract Status reports.
Participate in resolving and expediting invoice processing restraints between construction, F&A, Revenue, etc. Participate in assisting client’s Planning & Budget Department regarding construction budgets/expenditure for each work plan.
Plans, coordinates, and directs preparation of specific budgets. Assists in developing requirements for budgeting standards. Identifies or defines data sources and techniques for data acquisition, and collects required data.
Ensure proper monitoring, management and close-out of projects.
Report on a regular basis to management and liaise when necessary with other disciplines in the project team and the owner's organization.
Qualifications and Skills:
Essential Technical:
College/University Degree required in Engineering or Construction Management.
Minimum ten (10) years related work experience.
Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics.
Proficiency with PC operating systems, with proficiency in several basic software applications. Advanced knowledge of excel to produce well designed graphs, charts, and reports to communicate with key stakeholders.
Essential Behavioral:
Candidate should possess excellent organizational and interpersonal skills with an ability to work closely with peers, external customers, and client counterparts.
Skilled in oral and written communication.
Ability to work within a culturally diverse organization, recognizing and respecting differences.
Additional Qualifications:
Preferred Technical:
Prior experience working as client representation or in PM/CM role preferred.
Proficiency with multiple discipline specific software applications currently used in Bechtel (PC Works or Primavera and Microsoft Office Applications, for example).
Proficiency with PC operating systems, with proficiency in several basic software applications.
Knowledge of financial reporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
Prior Middle-East work experience preferred.
Preferred Behavioral:
Ability to train /mentor junior engineers.
Ability to work to deadlines and under pressure.
Capable of dealing and interacting with challenging people and situations.
Excellent organizational, time management and decision-making skills.
