Job Purpose

Take ownership of the administration of Takamol’s financial assets and treasury activities to ensure optimal liquidity, risk mitigation, and alignment with corporate financial goals.

Manage insurance policies and insurer relationships to ensure timely claims processing, proper coverage, and minimized risk exposure.

Key Responsibilities

Manage and oversee treasury operations, including financial assets and liquidity planning.

Handle all insurance policies, renewals, and claims processes while maintaining relationships with insurers.

Liaise with banks and financial institutions regarding credit, funding, investments, and banking operations.

Manage and reconcile treasury control and disbursement accounts to ensure accurate reporting.

Oversee cash and billing reconciliation, ensuring alignment between transactions and invoices.

Support implementation and maintenance of finance strategies, policies, and procedures.

Continuously develop expertise in treasury management and pursue relevant certifications.

Perform any additional duties assigned by the direct manager.

Job Requirements

Qualifications

Bachelor’s degree in Finance or a related field.

Postgraduate degree or professional certification is preferred.

Experience

Minimum of 6 years of experience in treasury management or a similar field.

Consultancy experience is considered an advantage.

Skills & Competencies

High level of accuracy and attention to detail.

Strong communication skills.

Leadership capabilities.

Analytical thinking and problem-solving skills.

Ability to prepare and analyze financial reports.

Role Location: Abu Dhabi

Employment Type: Permanent

Reporting line: Reports into the Regional Compliance Officer – Middle East

Role and Responsibilities include:

Setting, establishing and monitoring adherence to processes, policies and procedures to meet -compliance, legal and regulatory requirements.

Responsibilities:

Overseeing licensing requirements and regulatory obligations while ensuring that compliance activity takes account of all relevant legislation and ADGM/FSRA/SCA related activities;
Review of compliance and internal control operations and ensuring that they are in adherence with the firm’s and Apex Group’s Policies and Procedures;
Ensuring the effective implementation of the Compliance Monitoring Programme and performing monitoring activities;
Ensuring that non-compliant findings are tracked with the respective business function managers until resolved;
Reporting to and liaising with the SEO, Regional Compliance Officer and the Board as required, on compliance related matters;
Preparing and submitting compliance reports to management and various committees and governance structures within the Apex Group;
Preparing and submitting reports to regulatory authorities;
Keeping up-to-date with all relevant laws and regulations and communicating regulatory changes and developments to senior management and staff;
Providing advice, and assistance where relevant, to senior management and staff on Apex Group compliance-related matters;
Setting strategy for managing the relationship with the Regulator(s) and for all operational aspects of it, including visits and reporting;
Handling communications with the Regulator(s), obtaining approvals as required, notifying the Regulator as required for all compliance-related matters;
Maintaining a register of PEPs, High Risk clients and investors; complaints, conflicts of interest, compliance and data breaches, and actively manage adherence to the complaints process and mitigation of breaches;
Providing assistance and support in satisfying staff training and development needs and plans to new regulations and legislation;
Preparing training material and deliver training in compliance with regulatory obligations and business procedures;
Oversight and management of the regulatory risks within the business;
Acting as the firm’s MLRO, establishing and maintaining the firm’s Anti Money Laundering policies, procedures, systems and controls in compliance with the Regulatory Anti Money Laundering rules and all relevant legislation applicable in the jurisdiction and Group Apex Policies;
Monitoring suspicious transactions, identify potential sanctions and submit reporting as required;
Promoting a positive compliance culture through engagement with staff;
Handling other ad-hoc compliance-related projects that may be assigned from time to time.
Ensure that the firm adheres to data protection requirements, staff are informed about their obligations and responsibilities and raise awareness about them;
Give advice and recommendations to the firm about the interpretation or application of the data protection rules;
Monitor that a register of processing operations is maintained by the firm;

Skills Required:

Financial services experience of 5 to 7 years working within a financial environment, specifically Fund Administration experience.
Understanding of the relevant regulations in UAE and International AML Laws.
Relevant professional qualifications e.g. AML, CDD, Compliance, Risk, or equivalent.
Experience in Customer Due Diligence (CDD/KYC) on various international corporate structures and risk profiles.
Excellent communication and organisational skills.
Experienced leader able to develop team members.
Motivated and driven and a team player.
Solutions driven critical thinking, with the ability to adapt to change.

• Calculating and processing payments for goods and services using cash, credit cards, or checks accurately is the responsibility of the cashier. To guarantee the accuracy of the financial records, any discrepancies in the transaction must be promptly resolved.

• Keeping financial records up to date: The cashier is in charge of keeping thorough records of all transactions and daily cash balances. This includes making sure that all records are current and well-organized, as well as reconciling cash and credit card transactions at the end of each day.

• In order to ensure that all financial transactions are secure and accurately recorded, the cashier must adhere to proper cash handling procedures. Under CEO alignment, the CFO acts as: (1) Member of the OQEP Executive Committee and directs Financial Services as a non-OMT support service function and owner of all financial policies, procedures, and standards; (2) Acts as a Strategic Business Partner overseeing all economic and forecasting modeling aspects and corporate governance of OQEP, including Financial Controlling, Treasury, Financial Planning & Analysis (FP&A), and Business Finance; (3) Provides executive oversight to VP Finance and VP Procurement, ensuring alignment of financial and procurement strategies with corporate objectives; (4) Acts as a Strategic Leader in directing the financial results of the organization by managing the implementation of financial strategies, processes, and controls together with the related treasury, investment, and capital management frameworks; (5) Oversees Procurement governance including ICV compliance, Contracts management, Procurement Performance Management, Tender Board strategies, and Materials management to ensure cost optimization, value creation, transparency, and regulatory compliance; (6) Acts as OQEP’s representative in developing and nurturing strong professional relationships with banks, funding institutions, relevant government ministries, key suppliers, and shareholders to ensure that OQEP’s financial and commercial interests are effectively and efficiently safeguarded; and (7) Provides executive oversight of Investor Relations activities, ensuring transparent communication of financial performance, strategy, capital structure, and value creation initiatives to shareholders and the investment community; and (8) Acts as a link between Corporate Finance and OQEP across Financial Controlling, Treasury, and Procurement matters, while providing innovative insights that support strategic decision-making and add value to the assigned business lines/functions in order to address capital structure considerations, maximize return on investment, optimize spend management, minimize financial and contractual risks, and ensure that key stakeholder decisions rely on accurate, timely, and reliable financial and commercial information, with a strong focus on achieving short-, medium-, and long-term strategic and tactical objectives.

The position will act in accordance with the OQEP’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, QHSE & Energy Management System requirements standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities:

Finance Controlling: Direct and overseas the financial controlling process for OQEP by providing strategic directives and guidelines to all finance and accounting services to all functions in order to ensure an adequate control structure is in place for the financial success of the company and that effective financial procedures are in place within accepted accounting practice to support financial for OQEP goals and objectives.

Treasury: Direct and overseas the treasury function to ensure for OQEP including its standards, (financial affairs, investments, corporate liquidity, production of necessary financial reports/returns, risk management and Insurance) in order to guarantee adequately funded to meet its short, medium and long term cash requirements.

Budgets and Plans: Direct and overseas the preparation and consolidation of for OQEP budgets and monitor financial performance versus the budget so that the business is aware of anticipated costs / revenues, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalised upon.

A key member in the Operated and Non-operated blocks (Finance Committees, OPCOMs and JMCs).

Working with rest of the Executive Team on the development of short and long-term strategies for the Business for OQEP by providing financial insight and translate it into business plans with objectives and performance indicators to measure success and manage performance, acting also as the “translator” between OQEP and Corporate Finance to enable for OQEP to achieve their strategic objectives and goals and align with the OQ Group and main stakeholders’ requirements

Authorise transactions proposed by the for OQEP within set governance protocols upon analysis of the merits (evaluation of return on investment, assessment of risk) of the proposal

Ensure OQEP has the resources (financing, cash, risk mitigation) to successfully conduct their business, implement projects/initiatives to achieve their goals in the most cost effective and efficient manner

Monitor and analyse the for OQEP business performance and identify opportunities / issues and recommend measures for course correction and/or improvement, oversee their implementation to ensure their short and long-term strategic objectives are achieved

Develop and enhance relationships with key stakeholders (such as governmental ministries) as the authority and strategic adviser on financial matters relating to these Businesses/Functions

Define an optimum organisation structure for the Finance function at OQEP and direct the development its structures so that resources are optimally utilized, and communication can take place in an efficient manner.

Manual of Authorities: Direct and oversee the coordination and development of Manual of Authorities and delegation of financial responsibility at OQEP inducing internal as well as external auditors / consultants and ensure is implemented, followed as well as updated in a timely manner as prescribed by board / senior management.

External Entity Coordination: Coordinate with various ministries and government entities and keep them abreast on the operational and financial front of the business. Liaise and ensure that external auditors are provided with relevant financial information in order to properly complete the external audit.

ICV (In-Country Value) strategy and compliance.

Contracts management and governance.

Procurement performance management and KPIs.

Tender Board strategy, governance, and approvals.

Materials management and optimization.

Oversee the development and execution of the Investor Relations strategy, ensuring alignment with corporate objectives and long-term value creation goals.
