Job Title: Procurement Manager
Location: DAU, Riyadh, Saudi Arabia
Department: Finance
Reports To: Director of Finance

Job Summary

The Procurement Manager will be responsible for overseeing and managing the organization’s procurement activities to ensure cost-effective purchasing of goods and services while maintaining quality and compliance with company policies. The role requires strong supplier management, negotiation, and contract management skills. Experience in the education sector is preferred to effectively support institutional procurement needs. Fluency in both English and Arabic is required to facilitate communication with local and international suppliers.

Key Responsibilities

Develop and implement procurement strategies aligned with organizational goals.
Manage the end-to-end procurement process including sourcing, supplier evaluation, negotiation, and contract management.
Identify, evaluate, and onboard qualified suppliers and vendors.
Negotiate pricing, terms, and service agreements to achieve best value for the organization.
Ensure procurement activities comply with company policies, Saudi regulations, and ethical procurement practices.
Monitor supplier performance and maintain strong supplier relationships.
Prepare and manage procurement budgets and cost-saving initiatives.
Coordinate with internal departments to understand procurement needs and ensure timely delivery of goods and services.
Manage tendering processes and requests for proposals (RFPs).
Maintain accurate procurement records, contracts, and documentation.
Support procurement for educational materials, services, facilities, and operational resources when applicable.
Analyze procurement data and prepare reports for senior management.

Qualifications

Bachelor’s degree in Business Administration, Supply Chain Management, Finance, or a related field.
Professional procurement certification (such as CIPS, CPSM, or equivalent) is preferred.
Minimum 5–8 years of procurement experience, with at least 2–3 years in a managerial role.
Experience in the education sector is preferred.
Strong negotiation, supplier management, and contract management skills.
Knowledge of procurement systems and ERP platforms.
Strong analytical, organizational, and communication skills.
Ability to work in a fast-paced and multicultural environment.

Language Requirements

Fluent in English and Arabic (written and spoken).

إدارة عملية الشراء من البداية إلى النهاية، بما في ذلك تحديد المصادر، وتقييم الموردين، والتفاوض، وإدارة العقود.

تحديد وتقييم واستقطاب الموردين والبائعين المؤهلين.

التفاوض على الأسعار والشروط واتفاقيات الخدمة لتحقيق أفضل قيمة للمؤسسة.

ضمان توافق أنشطة الشراء مع سياسات الشركة واللوائح السعودية وممارسات الشراء الأخلاقية.

مراقبة أداء الموردين والحفاظ على علاقات متينة معهم.

إعداد وإدارة ميزانيات الشراء ومبادرات توفير التكاليف.

التنسيق مع الإدارات الداخلية لفهم احتياجات الشراء وضمان تسليم السلع والخدمات في الوقت المحدد.

إدارة عمليات المناقصات وطلبات تقديم العروض.

حفظ سجلات الشراء والعقود والوثائق بدقة.

دعم عمليات شراء المواد والخدمات والمرافق والموارد التشغيلية التعليمية عند الاقتضاء.

تحليل بيانات الشراء وإعداد التقارير للإدارة العليا.

المؤهلات

درجة البكالوريوس في إدارة الأعمال، أو إدارة سلسلة التوريد، أو المالية، أو مجال ذي صلة.

يُفضل الحصول على شهادة مهنية في مجال الشراء (مثل CIPS أو CPSM أو ما يعادلها).

خبرة لا تقل عن 5-8 سنوات في مجال الشراء، منها 2-3 سنوات على الأقل في منصب إداري.

يُفضل الخبرة في قطاع التعليم.

مهارات قوية في التفاوض وإدارة الموردين وإدارة العقود.

معرفة بأنظمة المشتريات ومنصات تخطيط موارد المؤسسات (ERP).

مهارات تحليلية وتنظيمية وتواصلية ممتازة.

القدرة على العمل في بيئة سريعة الوتيرة ومتعددة الثقافات.

Job Summary:

The role holder provide support to the respective groups and perform procurement of low to non-critical goods and services. The role holder develop understanding and demonstrate application of the company’s existing procurement policy and procedures. Confidentiality and impartiality are important aspects of this role so is the concern for quality, timely supply and cost effectiveness of procured material / services.

Key Accountabilities:

Handle the complete procurement cycle for the purchase of low to non-critical goods and services to ensure that they are provided according to the time limits, cost, quality and specifications.

Continually seek new qualified sources of goods and services by monitoring local market developments to achieve uninterrupted supply of the desired goods and services.

Regularly evaluate suppliers’ performance to identify areas requiring improvement and suggest the same to superiors for further action.

Analyze and evaluate offers by comparing specifications, prices, payment terms and delivery dates to effectively identify and propose award to the supplier with best bid.

Assist superiors and end-users in developing cost according to established costing procedures to ensure that all elements of cost are taken into consideration.

Preview product catalogue, trade journals and publications in order to maintain an updated and sufficient technical knowledge of the goods and services to be purchased.

Establish contact with QAFCO Departments/ Sections and external suppliers throughout the procurement process to expedite procurement and follow-up status of ordered goods & services.

Maintain data on computer-based procurement information systems and on other paper-based filing system to ensure ease of retrieval of purchase documentation.

Perform related duties as assigned by superiors to enable achievement of group’s targets and programs.

Participate in the on-the-job training of trainees and newly hired personnel within the Section to ensure that they develop the necessary skills to independently carry out the assigned procurement activities.

Desired Candidate Profile:

Minimum of Diploma in relevant discipline

8 years’ direct and relevant experience, preferably within the Oil & Gas, Petrochemical or Large Manufacturing Industry.

Good knowledge of the main contracts and procurement (C&P) application software, databases, web-hosted services and e-commerce services (Information Technology (IT) and Information Management System (IMS) tools) available to manage and support contracts and procurement business activities.

Understand the concept of an integrated management system (IMS).

Good understanding of Authorization for Expenditure (AFE) procedure, Annual Work Program and Budget (WP&B) procedure.

Good knowledge of the requirements for the preparation, issue and review of report relating to procurement and supply chain.

Good knowledge on how to prepare, gather and evaluate technical bid requests, select vendor or contractor based on technical evaluation and negotiate contracts. Maintain proper business relationships with vendors and contractors.

Good knowledge on how to apply the procedures, standards and work practices necessary to ensure effective material ordering and material expediting.

Good understanding of the rules and work practices necessary to enter, maintain and retrieve business documents in an electronic document management system (EDMS).

Good knowledge on the procedures and processes necessary to ensure effective distribution, filing and security of business documents.

You and the role

The Purchaser supports all procurement operations within BENTEC’s Supply Chain Management (SCM) function. The role requires a proactive, fast-acting, accurate and solutions-driven professional who manages the full procurement cycle — from RFQ issuance, supplier qualification and benchmarking, up to PO placement, logistics coordination, import/export control and compliance with national and internal regulations (incl. ICV, SCM Policies & Procedures). This position is essential for ensuring safe, efficient, cost-effective and uninterrupted operations for all BENTEC projects in MENA.

Primary responsibilities

Procurement Operations

Manage the full purchasing cycle from RFQ technical/quality/price analysis negotiation

PO issuance in SAP.
Source, evaluate and qualify suppliers in alignment with SCM governance, localization requirements, and
- BENTEC standards.
- Ensure compliance with all SCM procedures, DOA, procurement policies and ICV regulations.
- Execute urgent and ad-hoc requests with accuracy, speed and full documentation.
- Coordinate with Engineering, Workshop, Projects, QHSE and Finance to ensure complete and correct technical data
- Before PO submission.
- Maintain an up-to-date vendor database and ensure all supplier documentation meets BENTEC standards.

Logistics & Import/Export

Coordinate inbound and outbound shipments with local and international freight forwarders.
Ensure full compliance with MENA customs regulations.
Follow up on shipments proactively, ensuring on-time delivery to support rig operations, repair, and overhaul
Schedules.

Supplier Management

Manage daily supplier interactions, build strong relationships, and maintain strict follow-up on delivery commitments.
Track vendor performance: OTIF, price accuracy, quality of materials, documentation compliance.
Escalate risks early and propose mitigation actions.

Internal Collaboration

Work daily with Operations, Engineering, Workshop teams, Finance and HSSET.
Ensure clear, concise and professional communication in English always.
Support the BU in delivering cost savings, localization, contract compliance and operational excellence.

Key Performance Indicators (KPIs)

On-time PO issuance.
On-time delivery from vendors (OTIF).
Cost savings and value engineering initiatives.
Accuracy of documentation and compliance with SCM procedures.
Vendor performance improvement and localization achievements.
Internal stakeholder satisfaction.

Experience

Strong knowledge of MENA local market, suppliers, and industrial landscape.
Fluency in English (written & spoken) is mandatory.
Hands-on knowledge of logistics, imports, exports, customs, documentation and delivery follow-up.
High level understanding of ABC compliance, API, PDO/Aramco, ISO standards, SCM governance, vendor qualification, ICV, and supply chain risk principles.
Previous procurement experience in oil & gas, drilling, energy, EPC or heavy industrial sectors.
Experience in international purchasing and logistics.
Strong vendor network within MENA is highly preferred.
Procurement experience in oil & gas, drilling, engineering, fabrication, or heavy industry.
Proficiency in SAP, SAP Ariba, Microsoft Teams, Excel, Word, PDF workflows
