About the Role

    This role works closely with the GEMS leadership team to:

        Build and manage the risk management function within GEMS, including all related processes, controls, and services.
        Build and manage the compliance function within GEMS, including all related processes, controls, and services to ensure that GEMS as a group is conducting its business in full compliance with all national and international laws and regulations that pertain to GEMS, material contractual obligations, as well as internal policies, procedures, and standards.

    The role involves risk assessment and analysis, risk mitigations strategy, planning, mitigation development and implementation, compliance oversight, and advice key stakeholders (Board, management, and employees) on risk management.

    In addition, this position involves monitoring and reporting results of the compliance/ethics efforts of the company and in providing guidance for the Board and Senior Management Team on matters relating to compliance to ensure the achievement of the objectives of an effective compliance program.

    Effective partnership and teamwork with corporate departments at GEMS School Support Centre, Schools, and other group companies’ heads is a key success factor.  

    Key Accountabilities:

    Business Risk Management

        Manage the implementation of all aspects of the risk function, including implementation of processes, tools and systems to identify, assess, measure, manage, monitor, and report risks
        Risk assessment by identifying, describing, and estimating the risks affecting the business
        Risk evaluation by comparing estimated risks with criteria established by the organisation such as costs, legal requirements, and environmental factors, and evaluating the organisation’s previous handling of risks
        Establishing and quantifying the organisation’s ‘risk appetite’, i.e. the level of risk they are prepared to accept
        Risk reporting in an appropriate way for different audiences, for example, to the boards of directors so they understand the most significant risks, to business heads to ensure they are aware of risks relevant to their parts of the business and to individuals to understand their accountability for individual risks
        Providing support, education, and training to staff to build risk awareness within the organisation.  

    Compliance

        Review and assess existing relevant policies, regulations and measures to assess the current status of compliance.
        Assess current compliance processes to ensure they are performed effectively and efficiently across the group
        Provide timely feedback on necessary changes to promote a strong compliance function at the group
        Respond to regulatory requests if and when deemed necessary
        Report to senior management on a quarterly basis on the compliance function

    Insurance

        Strive to understand insurance risks related to business function/processes
        Review and assess all insurance policies from a risk management point of view
        Work with the Procurement department to bid and be aware of insurance policies

    BCM/DR Implementation

        Develop the BCM/DR risk assessments and lead the effort to evaluate potential threats to business viability and associated risks

    Policy and Procedures

        Ensure the GEMS policies, procedures and codes of conduct are followed at all times
        Implement the Enterprise Risk Management Framework and ensure adherence to them for process development and company departments

ROLES AND RESPONSIBILITIES

 

    Provide master planning input on feasibility through test fits based on plots development parameters.   
    Provide input and innovative ideas to master planning VPs.         
    Participate in prequalification process and assist and oversee assessments of consultant.
    Support in the Master Planning Management and Project Management of the master plan projects in to the completion of the Detailed Master Plan (DMP) or Detailed Infrastructure Design.
    Assist in the preparation of the RFP document.
    Contribute towards the Aldar Design Guidelines with input from projects functions.
    Carry out weekly and monthly reporting of progress and issues to the line manager.
    Participate in master planning presentations and review all master plan related submittals from pre-concept to detailed master plan (beyond that if needed any master planning input).
    Administer, where necessary, the consultant contract in relation to contract implementation, measuring completed work for payments, variation orders etc
    Ensure that the consultant comply with UPC AD 2030 vision, Estidama and other authority requirements in his master plan.
    Manage the master plan progress against the programme.
    Review design documentation for the purpose of validating master planning brief / reports.
    Liaise with consultants and ensure that all PRSs and master planning submittals are in line with DMT requirements.
    Review consultants work submittals against project brief and recommend changes in case of deviation.
    Ensure that adequate level of support is provided to project teams during the master plan stages.
    Ensure that all master plan changes are clearly communicated to the master planning VP(s) & related functions to be reflected in the forecasts.
    Provide adequate level of support to relevant department in scoping of various tenders
    Work closely with development and Infrastructure teams to ensure design fit with overall plan.
    Work closely with the development control team to resolve all the master planning issues related to the third-parties requests.

 
Qualifications
 

YoE / QUALIFICATIONS / SKILLS

RELATED YEARS OF EXPERIENCE

Min of: 8+ years of experience in real estate master planning processes, architecture or design of residential, mixed use and vertical assets.

YOE IN MANAGERIAL POSITION

Min of: N/A

FIELD OF EXPERIENCE

Real estate developer (GCC).

TECHNICAL AND INTERPERSONAL SKILLS

    Excellent exposure to GCC region and adjacent markets preferred
    Excellent design & masterplanning capabilities

    Strong team player with ability to balance conflicting priorities and take timely decisions
    Excellent analytical skills

Candidate Requirements:
•    University degree in marketing, business or related discipline
•    10+ years of Marketing, Digital Marketing, Retail, Product support or Sales experience involving dealer facing responsibilities
•    Previous successful experience in marketing or sales project management or strong project/process management skills demonstrated in prior 6 Sigma, Caterpillar Production Systems or Services Marketing projects as either a project team member (Green Belt) or leader (green belt/black belt) or equivalent
